Paid Agent that, Cha Vang was arrested last week by LPDR's number two
group 45. For your information, LPDR's Group # 45 is the LPDR's Women
Murder Group; same group that murdered Vue, Mai more than 10 years
ago. LPDR Group # 25 is the LPDR's Men Murder Group that murdered

of our Hmong People in the past.

The Paid Undentify LPDR Secret Agent reported that Cha was arrested
in
Vientiane last week. Shots were fired during his arrested. Cha was
recently lured to LPDR by one of LPDR Leader Khamtai's son. Cha was
recruited to live and work at Former Hmong General Vang Pao's home
in
Vientiane, the LPDR's Capital. Cha traveled to LPDR without a Visa.
Khamtai's son named, Bon guided Cha to LPDR without a proper visa. At
this time, sure if Cha is dead or alive.

LPDR is working very hard to erradicate all Hmong Pontential Leaders.
October 3, 2009, LPDR murdered Pa Kao Moua and six of his comrades in
the border of Hmong Laos, Thai, and Burma.

Can you tell us about the LPDR group #45 and #25? Also, can you
reveal many of your Army/merceray ballations that will liberate 9
provinces of northern Laos. I am a veteran. Maybe, I can be your
army consultant with a small fees.

What do LPDR gain by arresting this crony CHA VANG who is looking no
more than a young Lao Lads, fresh fruits, exotic meats (monkey, deer,
snake, dog etc.) to extend his depressed life, low his blood pressure,
and low blood surgar, and importantly contributes his years of SSI
savings into the mainstream Lao economy? If I am LPDR leader, I
would lure many Crony CHA VANG to the land of the poorest nation on
earth for fresh fruits, wild life meats, Young Sao Din etc. to
complete with Thailand for their life savings to help the economy. I
would encourage my country men and women to provide the best services
for these Crony CHA to make sure these CHA come to visit Laos years
after years. If LPDR killed one, they will lose at least $10,000.00
free money to Thailand. The real CHA enjoys PHO in Santa Ana,
California with his father every moning.

just posted about Cha Vang arrested was not a "fabrication." or you
called it, "make up story". Just last month, I had warned Hmong
People who travel to LPDR this year that something bad is going to
happen, it did. More is coming to the Hmong People. This is just the
beginning. Slowly and Surely, it will happen again and again. It is
not a matter of If, it's a matter of when.

Hmong leader's trail of intrigue BY RICK LINSK and TODD NELSON
Pioneer Press Cha Vang's résumé was a little light when he came to St.
Paul in 1998. But what credentials he had — son of Vang Pao, the Hmong
people's greatest war hero — went a long way.His profile quickly grew:
first as an aide to St. Paul's mayor, then in a high-ranking job at
the city's chamber of commerce, and, eventually, as the public face of
a nonprofit organization named for his father, launching initiatives
on behalf of the local Hmong community.But the action has rarely lived
up to the vision. Two ventures quietly fizzled. The nonprofit is part
of a lawsuit by the Minnesota attorney general's office, accusing it
of violating charity laws and squandering more than $500,000. And a
then-St. Paul police officer last year accused Cha Vang of influence
peddling at City Hall, a charge he denies.Some who know him describe
Cha Vang as bright and hardworking but sometimes unable to fully
execute his ideas. Documents obtained by the Pioneer Press and
interviewes paint another picture, showing a trail of intrigue, broken
promises and disappointments here and in California.Whichever is more
accurate, this much is clear: Cha Vang has gone from his father's heir
apparent and confidante of St. Paul politicians to a man receding from
the limelight. His problems have paralleled — and, some say, hastened
— the dissatisfaction with his father's leadership, and divided the
Hmong community.Neither Cha Vang nor his lawyer responded to numerous
interview requests.At one time, these matters might have been of
little interest beyond Hmong enclaves in Minnesota, Wisconsin and
California. However, Hmong affairs are increasingly spilling over into
the mainstream, especially in the Twin Cities. Among the most recent
examples:• An FBI investigation into plans for a new, city-subsidized
Hmong funeral home. A former close aide to St. Paul Mayor Randy Kelly
has been accused of soliciting a bribe from a developer interested in
the project;• Two investigations by the state attorney general into
Hmong community organizations, the Vang Pao Foundation this year and
Lao Family Community of Minnesota last year;• A spate of violent
incidents that erupted in late 2003 and early 2004, including the
burning of Cha Vang's home and an unruly protest outside the office of
U.S. Rep. Betty McCollum.Some blame Cha Vang for at least some of the
strife, saying he has simultaneously tried to consolidate political
power and use his connections for financial gain. They say his attempt
to seize control of the funeral home project is but the latest
example.Cha Vang's father, Vang Pao, is arguably the most widely
revered Hmong leader. Now 75, he led a secret CIA-backed army in Laos
during the Vietnam War. Likened by some to royalty, Vang Pao
frequently visits the Twin Cities and has a hand in virtually all
important matters in the Hmong community. Some, however, say he is a
charlatan who has exploited the hope some Hmong have of returning to
Laos."General Vang Pao and Cha … we believe they are heading in the
wrong direction," said Seng Xiong, whose meetings in St. Paul, Fresno,
Calif., and Sacramento, Calif., have drawn hundreds of former Vang Pao
loyalists-turned-dissidents. Cha Vang, he said, "put economic
interests before political interests. As a leader, you have to fight
for your people's interests."Xang Vang, a close associate of Vang Pao,
and others say that Cha Vang has managerial shortcomings, but he's not
dishonest."One man doing everything, like Cha, he goofed," Xang Vang
said. "When you are alone and you're trying to do everything by
yourself and don't let other people help you out, the job is just a
mess."Betti M. Sands, who directed the United Way chapter in Fresno
and is an admirer of Vang Pao, calls Cha Vang a "visionary" whose
dreams sometimes exceeded his reach."His follow-up was never very
good. He never implemented well," Sands said.MANAGING IN FRESNOCha
Vang, 40, arrived in the United States in the mid-1970s after Laos
fell to communist forces. After the war, the family was relocated to
Montana.Cha Vang majored in accounting at the University of Montana in
the fall of 1984, according to his resume and the university. After
moving in 1986 to Southern California, he continued those studies at a
junior college. In 1987, Cha Vang "made a very tough decision to
forego my degree in order to support my father with his lifelong duty
of leading the Hmong people," according to a copy of his resume on
file in St. Paul City Hall.Cha Vang also held three jobs in the
mortgage banking industry, according to the resume. In 1994, he became
a "special assistant/strategist" for his father.About that time, Cha
Vang relocated to Fresno, which has a sizable Hmong population.
Teaming with a local physician, he helped start a medical clinic
focused on Hmong patients. In February 1995, a nurse practitioner
named Joanne Berry agreed to run the clinic.Cha Vang was to provide
the capital, equipment and employees through a management company he
created called United Management. Berry would operate the business,
known as Mountain Family Health Care Center. But the partnership
quickly soured. When Berry tried to part ways with Cha Vang, the pair
wound up in court.In court papers, Cha Vang accused Berry of trying to
make off with the assets of the business. But Berry's lawyer said Cha
Vang had pocketed $35,000 from her bank account, in part by writing
checks to himself without documenting the purpose.Berry's lawyer also
questioned whether Cha Vang had made payroll and Social Security tax
payments. California state agencies filed several liens against him
and United Management over several thousand dollars in unpaid taxes
between 1994 and 1998. The documents do not specify the nature of the
taxes owed.Berry wasn't the only one aggrieved over the clinic.Rick
Wade, owner of a successful diving business in Valdez, Alaska — site
of the Exxon Valdez oil spill in 1989 — told the Pioneer Press that he
lent Cha Vang tens of thousands of dollars to get the business started
and was never repaid.In the 1990s, Wade said, he sank his personal
fortune into covert operations that carried food, medicine and
supplies to Hmong resistance fighters in the jungles of Laos. He said
he didn't mind spending more than $1 million on that cause. But Wade
said he considered Cha Vang a free spender and was cautious when the
young entrepreneur asked for the clinic loan. This time, Wade said, he
insisted on being repaid.Wade said he and his daughter, Rhonda, loaned
Cha Vang $60,000 in 1993 and directly spent another $20,000 to $30,000
to obtain equipment. Cha Vang only repaid a small portion of the loan,
Wade said. He provided the Pioneer Press with several letters from Cha
Vang to Rhonda Wade promising repayment."There were all kinds of
promises made," Rick Wade said.In May 1996, while heading the Hmong-
American Chamber of Commerce in Fresno, Cha Vang's name came up in
what some called misleading promotions of a veterans' recognition
event. The Fresno-based Lao Veterans of America Inc. advertised that
retired Army Gens. Colin Powell and William Westmoreland and retired
Air Force Brig. Gen. Harry Aderholt would be keynote speakers.
Aderholt and Powell told the Fresno Bee newspaper that they had never
been invited. In a letter to Lao Veterans, Aderholt said the speakers
list appeared to be "a scam for collecting money from the Lao and
Hmong people" in the United States.Cha Vang, who helped Lao Veterans
line up speakers, told the newspaper that the group was "over-anxious"
and never purposely misled anyone about the event."It was an honest

Vang Pao's son, but Cha Vang ultimately lacked the ability to finish
off projects.Sands, the former Fresno United Way director, said Cha
Vang's failures stemmed from a lack of support."I think what I saw was
a gentleman who had good vision, really knew some things needed to
happen, could eloquently talk about them, but a gentleman who did not
have the support to make it happen," Sands said.BIG PLANS IN ST.
PAULIn 1998, Cha Vang moved to the Twin Cities. Observers say Vang Pao
wanted a surrogate presence in what was rapidly becoming the Hmong
capital of the United States.Vang Pao and Norm Coleman, then St.
Paul's mayor and now a U.S. senator, were already "old friends" when
Cha Vang arrived, as a community newspaper put it. Vang Pao had been
among Coleman's staunchest political supporters since the early
1990s.In April 1998, the mayor, in a joint appearance with Vang Pao,
announced that Cha Vang would help fight juvenile delinquency as head
of the Center for Hmong Adolescent Development. Two months later,
Coleman presented Cha Vang with a proclamation recognizing him for
community service. The agency's current executive director says Cha
Vang deserves credit for launching the initiative.Coleman also
appointed Cha Vang to city advisory panels overseeing riverfront
development and the 2000 Census count. Then, on March 1, 1999, Cha
Vang joined the mayor's office as a $43,000-a-year liaison to St.
Paul's Asian-American residents.At City Hall, Cha Vang emerged as a
frequently quoted Hmong leader. Susan Kimberly, deputy mayor at the
time, said Cha Vang was well-connected and relayed helpful information
between the city's Asian communities and Coleman's office.Eric Mische,
Coleman's chief of staff in St. Paul and now in the U.S. Senate,
agreed."Cha worked hard and he accomplished the general mission we
asked him to accomplish," Mische said.Cha Vang's role at City Hall
also gave him added clout, both with Hmong clan leaders and with his
father.In October 1999, he announced that Hmong consumers and local
businesses would partner in a program called "Hmong Union." They would
pay $50 in dues and get deep discounts at participating businesses.
Several automobile-related businesses signed on. The St. Paul Area
Chamber of Commerce lauded the idea.Cha Vang predicted the program
would attract thousands of members. About 200 to 250 people already
had signed up, he said.It's not clear what happened to the program, or
the $10,000 to $15,000 in dues those early members would have paid.
Sherry Carlson, who runs the All Star Auto of Minnesota salvage yard
in Lakeland, said the program brought her a "huge" influx of Hmong
customers at first, but lessened over time.But Cha Vang kept moving
forward. In March 2000, after 13 months in the mayor's office, he left
to join the chamber. By the fall he was the organization's economic
development director. Chamber officials declined to disclose his
salary.Larry Dowell, the chamber's president, said Cha Vang's
responsibilities included minority business development and retention.
Dowell described him as a "valued employee" and well-liked.FOUNDATION
FOR GROWTH?A.t the chamber, Cha Vang was still heavily involved in
community affairs. And one of his ventures is coming under close
scrutiny these days.The nonprofit Vang Pao Foundation, incorporated
just before Cha Vang's move from City Hall to the chamber, promised to
forge links between the Hmong and other cultures, promote education,
and develop the next generation of Hmong leaders. Vang Pao told
reporters that Cha and another son, Chao, would run the
foundation.Wells Fargo & Co. signed on for the group's first venture,
announcing it would contribute $60,000 to a small-business loan
program for Hmong entrepreneurs. The foundation would raise $2.5
million to $3 million from Hmong leaders and businesses to sustain the
fund, Cha Vang said at the time.Four years later, it's hard to
pinpoint what the organization accomplished.The University of St.
Thomas held about 10 weekly classes for some 30 Hmong businesspeople
at the request of Cha Vang and Wells Fargo, said Michael Ryan,
director of the university's Small Business Development Center.But no
loan program ever materialized. Lia Vang, a cousin to Cha Vang and now
the Vang Pao Foundation's executive director, says no money was raised
for the program. Wells Fargo officials say their $60,000 payment was
actually part of a sponsorship deal that emblazoned the bank's name on
signs and podiums at high-profile Hmong community events.That deal,
and other questions about the foundation, prompted Minnesota Attorney
General Mike Hatch's office to accuse the Vang Pao Foundation of
violating state charity laws. In an April lawsuit, the attorney
general questioned the handling of more than $500,000 by those
involved with the organization, including Cha Vang.Hatch's office is
still investigating Cha Vang's spending, including the role of his
then-employer, the St. Paul Area Chamber of Commerce. The chamber
funded two visits by Cha Vang to Thailand to help a Twin Cities power-
generating company make acquisitions there.Chamber officials say Cha
Vang never accounted for the trip expenses. Documents obtained by
Hatch's office show expenses such as $1,700 to Gems Gallery
International, a Thailand business described on its Web site as a
"paradise for jade admirers."FUNERAL HOME PLANSThe Vang Pao Foundation
also is at the center of the controversial funeral home project.The
foundation was to use a city subsidy to help buy and operate the
facility, which opened recently on St. Paul's West Side Flats. City
Hall officials expected the project to involve a number of Hmong
community organizations. But, city documents say, Vang Pao and Cha
Vang told the other organizations that the Vang Pao Foundation was
assuming control of the potentially lucrative project.In an e-mail,
one city official rued Cha Vang's emerging role."To date I have not
seen Cha deliver on any project — anything except problems," said
Martha Fuller, the city's director of planning and economic
development at the time.Earlier this year, the project was implicated
in the FBI investigation of City Hall shakedown allegations.The FBI is
investigating an accusation that Sia Lo, one of Mayor Randy Kelly's
senior policy advisers, demanded that funeral home builder J. Kou Vang
hire his sister, lawyer Song Lo Fawcett, as an attorney or consultant
in exchange for favorable treatment from the mayor's office, people
with knowledge of the allegation have told the Pioneer Press.Sia Lo
resigned April 29 but maintained his innocence, saying Kelly did not
give him a chance to confront his accuser.TURBULENT YEARSIn 2003, Vang
Pao delivered what came to be known as his "peace doctrine" speech,
announcing conditional support for normalized trade relations with
Laos. The policy switch stunned many Hmong, who for decades had
supported the former general's efforts to overthrow the communist
regime.Opponents blamed Cha Vang and questioned his motives. Some
noted that he had been working since 2002 for Frank Jao, a California
businessman with Vietnamese roots. Contacts with Vietnam are
controversial within some Hmong circles because of age-old political
tensions.But Cha Vang countered that the peace doctrine came about
after he and his father met privately with Vietnamese officials in the
Netherlands.Within days of Vang Pao's policy reversal, a rash of
violent incidents broke out and resumed in April 2004, including an
arson fire that destroyed the Maplewood home where Cha Vang, his wife
and their three daughters lived. The fire is still under
investigation.Cha Vang also was the subject of allegations involving
two other violent incidents. Former St. Paul police officer Tou Cha,
arrested for letting his gun be used in two drive-by shootings
involving Hmong targets, said Cha Vang was the person who returned his
gun after the shootings. He also contended that Cha Vang had solicited
$10,000 to $20,000 from him in order to bribe someone in City Hall and
enable the reopening of a nightclub owned by Tou Cha's wife.Cha Vang
said he would "take this to the higher level people and they can …
make this easier so you can get your club open again," Tou Cha
said.Cha Vang at the time called the allegations "phony baloney."Tou
Cha told the Pioneer Press recently that no FBI or other investigators
had contacted him about his accusations.REAL ESTATE DEVELOPERWorking
in real estate for Frank Jao's Bridgecreek Group, Cha Vang lately has
maintained a lower profile.Jao is a successful developer best known
for the Vietnamese enclave known as Little Saigon in Westminster,
Calif., the city where Vang Pao lives. He was born in Vietnam but is
of ethnic Chinese origin, and fled the war-torn country in 1975. Cha
Vang told the Minneapolis-St. Paul Business Journal that he and Jao
met during a trade mission to China in 2001, while Cha Vang was
working for the chamber.With Cha Vang as its Minnesota point man,
Bridgecreek took on two ambitious projects in 2003: a 160-unit senior-
housing project, part of Mayor Randy Kelly's Housing 5000 plan, built
partly atop a former dumpsite on Hudson Road; and a residential
conversion of the Minnesota Building at Fourth and Cedar streets in
St. Paul.The seniors project, which is currently under construction,
received $2 million in city tax-increment financing. Sherry Pemberton,
a manager for the city's Planning and Economic Development Department,
said Cha Vang attended some initial meetings about the project.One
businessman who worked on the project claims that Cha Vang took
advantage of him.Jim Bahl, owner of Bahl Movers of Andover, said he
was hired by Cha Vang in June 2003 to haul four houses farther down
Hudson Road to make way for the new complex.Bahl said that after he
moved the structures to a temporary location, Cha Vang stopped
returning his calls. The houses sat there for more than a year, tying
up his equipment, he said. Bahl's lawyer filed a mechanic's lien in
Ramsey County against Bridgecreek in February, claiming the mover must
be paid $103,000 before any other transactions can take place on the
property.Bahl testified last month in a deposition to the attorney
general's office, which wanted to know more about the deal, including
the way the mover was paid. Bahl said he was paid $16,000 in two
cashier's checks from a Hmong couple, who he said hoped to buy one of
the four houses from Bridgecreek.Meanwhile, Bridgecreek's other St.
Paul project, the Minnesota Building, is largely vacant, and the
residential conversion appears stalled. Cha Vang is the registered
agent for Bolsa Magnolia, a Bridgecreek company that bought the
building for $5.25 million. Tenants say he also manages the
building.Three tenants said the building has been poorly maintained,
citing conditions such as only one working elevator out of
four.Whitney Clark, executive director of the nonprofit Friends of the
Mississippi River, said problems with the building have affected his
organization's advocacy mission."We've had to spend significantly more
time than probably most (office tenants) do," Clark said. "We're
dealing with an unreliable business that's managing the
building."GOING FORWARDGiven the issues facing him these days —
including the attorney general's lawsuit and the FBI funeral home
investigation — some wonder whether Cha Vang is suited to inherit his
father's mantle as a national Hmong leader."If you want to really look
deeply into leadership, you can (build) things around you, build (a)
foundation," said Toulu Thao, the Fresno activist. "I don't think he
has done that. He's just taken advantage of his natural position. He
doesn't necessarily work with people."Pobzeb Vang, executive director
of the Lao Human Rights Council in Eau Claire, Wis., and a Vang Pao
loyalist, said anyone who aspires to serve the Hmong in a leadership
role must be "clean." He stressed that he was not speaking
specifically about Cha Vang."Business should be separate from the
Hmong community," Pobzeb Vang said. "Personal interest, personal gain
— anyone's — must be separate from public service … Anyone who mixes

Hi to all, with most sincerely respect...to all of you, please take my
world for this. I am a reporter for a very credible and reliable news
media. I have spoken to one of the closet relative of Cha Vang (Tsav
Vaj) VP son, was confirmed 100% that Cha did traveled out of country
for personal reason, but none such "arrested by LPDR" thing happened
while he were there. The online rumor was a fabricate one, and meant
to keep Hmong out of Lao and hurt both the LPDR and Hmong. This person
who posted this complete untrue rumor has one thing in mind (destroy
Hmong). Please...disregard this untrue story and goes on with your
life and contribute to your community, your Hmong people around the
world regardless where they live or what political system they may be
living in.

The author who post the untrue story certainly lack of knowledge about
Hmong history and deemed to be an unwise person. Sure, Hmong are smart
and intelligence, but certainly not this guy. If you doubt of me and
think that I just want to protect one side...or put up another
fabricate story...drive to Fresno to see Tsav Vang, I'm sure you'll
find him there. Or if you die to know about this issue, call your
respectful relative in Fresno, CA and ask them to pay a visit. Don't

Last week, I have the pleviledge to meet with the Gen. and attended

Cha flied to Laos with Thai military helicopter. He signed the
agreement at Gen VP's old house with a few Hmong participants. You
guys should be happy that the Vietnam era for Hmongs come to an end.
