SERBIAN POLICE AND OTHER STATE AUTHORITIES IN KOSOVA FROM MARCH 29
UNTIL APRIL 5 1998

THE EVENTS IN DRENICA AND ITS SURROUNDINGS

SK&NDERAJ: The sub-CDHRF in Sk&nderaj published the list of those
missing since March 5 1998, the day when the attack of the  Serbian
police and military forces on Drenica began. The list is as
follows: Sadik Hysni Jashari (65), Hafije Jashari (60), Hamdi Sadik
Jashari (33), Elfije Sadik Jashari (28), Fatime Sadik Jashari (26),
Ramiz Sadik Jashari (24), Mihrije Zymer Jashari (53), Sabrije Zymer
Jashari (20), Hanife Zymer Jashari (16), Smail Asllan Jashari (48),
Shahin Qerim Jashari (25), Ukshin Qerim Jashari (21), Hajrije
Jashari, Ajvaz Kajtaz Jashari and Idriz Rexhep Idrizi-from Prekaz;
Fatime (21) and Smajl Bazaj brother and sister from the village of
T&rstenik; Bashkim Ali Sadiku (22) from Tushilla and Ilmi Kastrati
from Broja. Avni Gjinoci from the village of Mak&rmal who was
previously reported as killed by a mine and Enver Ke^olli from Tica
who was reported as missing, are alive.
The situation in Sk&nderaj and in the villages of Drenica continues
to be very grave. Serbian forces remain fortified in several
locations eg. in Marina and the hill dividing Llausha and
Sk&nderaj. In the village of Marina police forces are opening
trenches and shooting in the direction of Pollac. The house of
Asllan Koca was hit. The village of Broja was attacked. Violeta
Hoti (18) and another person were wounded by a tank in the village
of Turiqec. War planes continue to fly over the region.
The situation continues to be very grave. A firm reaction of the
international community is required in order to force the special
police units to withdraw from the Drenica region. There is
information that large police and military forces are gathering in
Mitrovica, Vushtrria, Prizren, Gjakova, De^an, Junik, Klin&,
Suharek&, Kamenic&, Ka^anik, Zhur, Fush& Kosov&, Podujev&, ^ab&r,
Leposaviq, Dragash, Istog and the bordering regions with Albania.
Mevlude Vojvoda (27) from the village of Llausha stated to the sub-
council in Sk&nderaj that she and her 4 children were sheltered in
the forest of Tushilla without any food and proper clothing. Her
children fell ill, especially her 14 months old daughter Marigona.
Due to the police blockade it was impossible to send the child to
hospital. Later on, a team of American journalists took Marigona
and her mother to the Mitrovica hospital. Unfortunately, it was too
late. Marigona died on March 31. Due to the police blockade the
family was not allowed to bury Marigona in the village of Llausha.
She had to be buried in Polac.

MARCH 30:

GLLOGOC: During the night, large scale police movements were
noticed in the direction Komoran-Gllogoc-Sk&nderaj. In the
outskirts of the town police stopped and checked the identities of
many passers-by. At the check-point in Komoran police physically
ill-treated Kadri (1970) and Behxhet Plakiqi from the village of
Nekoc as well as Adem Nuha from Kishnareka. Money was looted from
the three.
MITROVICA: Three vehicles full of policemen went in the direction
of Sk&nderaj.

MARCH 31:

SK&NDERAJ: In the village of Kopiliq i Posht&m police fired bullets
from an armoured vehicle. Many inhabitants were forced to flee
their houses.
GLLOGOC: At 4.50 a.m., shooting could be heard from the direction
of Sk&nderaj, Llausha, Marina and other villages under police
attack. A large police convoy went in the direction of Sk&nderaj.
Policemen provoked passers-by. On their return they stopped in the
village of T&rstenik. Many policemen were situated in the fields
and forest in the vicinity of the house of Smajl Xhemajl Bazaj in
T&rstenik.
MITROVICA: At the check-point in Shipoll police stopped the bus
from Sk&nderaj. 6 youngsters were physically ill-treated among whom
Driton Hashim Mecini (17) from Klina e Ep&rme, pupil of the
Technical School in Sk&nderaj.
PEJA: Violeta Abedin Hoti (1980) from Broja was hospitalized in

Peja. She was wounded in her garden by a sniper shot.

APRIL 1:

GLLOGOC: Shooting was heard from the direction of Sk&nderaj. Selman
Karaqica (1974) from the village of Gllanasella near Gllogoc was
physically ill-treated at the check-point in Komoran. Sejdi Nebih
Ferati (1956) from Qirez was sent to the police station in Gllogoc.
He was physically ill-treated. Afterwards, he was sent to the
police station in Prishtina. He was released but ordered to report
again to the police station in Gllogoc.
MITROVICA: Many police vehicles from Mitrovica went in the
direction of Sk&nderaj.

APRIL 2:

GLLOGOC: Many police vehicles and an armoured car went in the
direction of Sk&nderaj. Driton Hazir Brahimi (1980), a pupil from
Korrotica e Poshtme was arrested. He was severely ill-treated and
a cross was drawn on his left leg.
MITROVICA: Large police and military forces are being sent in many
villages of Drenica. Many police vehicles went from Mitrovica in
the direction of Sk&nderaj. Three war planes flew over Mitrovica.
The police check-points at Shipol, T&rrnavc and Klina e Ep&rme were
reinforced. Many passers-by are ill-treated regardless of their sex
and age. Nexhat Ismail Shala (19) from Leqina and Hamz& Rexhep
Zenuni (19) from Mikushica near Sk&nderaj, pupils of the "Xhevdet
Doda" Medical School in Mitrovica were physically ill-treated at
the local bus station. The two were ill-treated due to the fact
that they are from the Drenica region.

APRIL 3:

SK&NDERAJ: Early in the morning shooting could be heard in the
village of Llausha. At about 3 p.m., a war plane flew over the
village.
MITROVICA: 4 police vehicles from Mitrovica went in the direction
of Sk&nderaj.
GLLOGOC: At noon, police arrested Jakup Krasniqi (1950), a history
teacher, chairman of the Educational District Council and chairman
of the local LDK branch in Gllogoc. He was sent to the local police
station in Gllogoc. His car was thoroughly checked. Jakup was
released at 1.15 p.m. His car was kept at the police station.

APRIL 4:

SK&NDERAJ: At 5 a.m., the village of Llausha was shelled from
different kinds of weapons. The situation at the Spahia quarter was
the worse. Large police forces were stationed in its vicinity. At
noon, a police helicopter flew over the villages of Llausha and
Turi^ec.

THE EVENTS IN THE DISTRICT OF DE^AN

DE^AN: The situation continues to be very grave due to the terror
and violence perpetrated by the Serbian police. In several
locations of the town and its surroundings large police forces
heavily armed with automatic guns were stationed. Passers-by are
ill-treated and their identities are checked. The gravest situation
is in the villages of Gllogjan, Dubrav&, Shaptej and Prekolluk&.
Him& Rasim Haradinaj was buried in the village of Gllogjan. Many
were prevented from attending his funeral. Many villagers as well
as the pupils of the "Hasan Prishtina" Primary School have started
to return to their homes regardless of the grave situation.
On March 30, Haki Ramosaj was beaten up by the police. He was
physically ill-treated at his working place. On March 30, police
stopped the bus returning from the village of Gllogjan. 10 persons
were forced out of the bus of whom Avdi Halilaj (30), Shaban (47)
and Ramiz Hasanmetaj (35) from Strellci i Ep&rm were arrested. On
March 31, police once again stopped the bus with those returning
from Gllogjan. 4 were arrested and sent to the police station. On
being interrogated they were released.

MARCH 29:

PRISHTINA: Ibish Salihu (1974) from the village of Krosmiroc near
Sk&nderaj, living in Prishtina, was stopped in the vicinity of his
flat, was forced into a car, insulted, physically ill-treated and
threatened. He was looted dinars 900. Ismajl Avdullahu (1981) from
Bregu i Zi near Lipjan, was physically ill-treated for allegedly
being a member of the "KLA". Heset Ramadani (1957) from the village
of Dragovc near Prishtina, a bill collector of the Financing
District Council, was stopped by the police and sent to the police
station in Novob&rda. He was physically ill-treated.
PRIZREN: Masar Shala (1964), living in "Bajram Curri" str., vice
chairman of the sub-CDHRF in Prizren, was threatened with a gun and
provoked by an unidentified person from the "Oasa" club.
VITI: Hashim Tafa (1972) from Begunca, who fled to Germany in 1993,
was repatriated and was arrested by Serbian police at the Belgrade
airport.
HANI I ELEZIT: At the place called "Ura e Kashanit" police fired
bullets in the direction of Agron Krasniqi from Paldenica. Agron
was in the company of Murat Loku from "Uji i Thart&" quarter.

MARCH 30:

MITROVICA: Some 40 policemen surrounded a part of the "Tavnik"
quarter. The policemen under the pretext of searching for weapons
raided the houses of Hajdin Osman Hajdini (72), Mustaf& Nur& Nura
(62), Vesel Hetem Bislimi (50), Raif Musli Pllana (58), Xhyzide
Emrullah Kelmendi (58), Bajram Rashit Zatriqi (73), Ibrahim Uk&
Hormoqi (47) and Shaqir Selman Maliqi (60). During the raid Beqir
Tahir Mecini (20) was physically ill-treated. His index was torn.
Bekim Sahit Behrami (20) and Fatmir Hamz& Behrami (20) from Klina,
students of the Technical High School in Mitrovica were ill-treated
too. The barrel of an automatic gun was pushed into the mouth of
Sk&nder Beqir M&rrnica. Hajdin Osman Hajdini (72) was arrested. He
was told to hand in an automatic gun.
VUSHTRRI: A police convoy entered the village of Dubovc. For over
an hour the policemen were stationed in the "Behramaj" quarter.
Many villagers fled their houses in panic. They took shelter in the
nearby forest.
PRIZREN: Ardian Zena, Fatmir Beqaj and Bal& Berisha were ill-
treated in the vicinity of the train station. Their ID's were
taken. On being released from the district court, Isa Berisha
(1972) was once again summoned to the police under the pretext of
being a member of the "KLA". He was ordered to report again on
April 6. He was physically ill-treated.
GJILAN: Qahil Halili (1970) from Zhegra, an activist of the LDK
Youth Forum, was summoned for informative talks and was provoked by
police inspector Joviq.
MALISHEV&: Dardan S. Krasniqi (19) was severely ill-treated by the
police while being interrogated about the "KLA".
FERIZAJ: Police stopped, checked the identities of, and physically
ill-treated Naim Shefqet Tasholli (19) from Ferizaj and Kadri
Jakupi (29) from Shtimja.

MARCH 31:

MITROVIC&: Blerim Islam Shala (22), living in "Ura e Gjakut"
quarter, was physically ill-treated under the pretext of having
participated in the protests. In the vicinity of the green market,
Sefedin Shahin Rama (38), living in "Kroi i Vitakut" quarter, was
looted tobacco estimated to DM 220.
FERIZAJ: Policemen wearing bullet proof vests held maneuvers in the
vicinity of the "Minex" factory. In the village of G&rlica
policemen fortified the check-point in the direction of Komogllava.
KA^ANIK: Bedri Milaim Zeneli (1958), a teacher at the "Elena Gjika"
Medical School, "Emin Duraku" str. P 8/1, was summoned for
informative talks and was ordered to report again.
PRIZREN: Two armed policemen intervened in the "Playboy" cafe. The
policemen checked the identities of Valbon Shala (1977), Bekim
Tarashaj, Arben Krasniqi, Laura Morina, Nait Xhabali, Dren Gashi,
Alban Sahiti, Leonora Kabashi, Syl& Shala and Faton Sahiti. The
above mentioned were insulted on a national basis.
MALISHEVA: In the village of Zabel i Posht&m, Haki Berisha (72), a
pensioner from Berisha, was beaten-up by the police. He was looted
dinars 200.
GJILAN: Haki Bajrami (1943), "Qenar ^eshme" str. 43, teacher at the
"Abaz Ajeti" Primary School and activist of the LDK, was summoned
for informative talks regarding the elections held on March 22.

APRIL 1:

OBILIQ: Some 30 policemen raided in search for weapons the house of
Nexhmedin Pllana in Lajthishte. He was arrested.
FERIZAJ: Sadik Vari from Pleshina was summoned for weapons to the
police. He was physically ill-treated.
MALISHEVA: Refki Halil Halilaj from Llap^eva, a teacher, was
stopped by Serbian civilians and was physically ill-treated.
VITI: For many hours fire shots could be heard from the house of
Miladin Jovanoviq in the village of Drobesh.
PRIZREN: Policemen accompanied by an armoured car stopped and ill-
treated many passers-by on the road from Prizren to Gjakova. Ismet
(1966), Xhemajl (1972) and Hasan Aliaj (1975) from Zojza were
stopped, forced out of their car and physically ill-treated.
VUSHTRRI: The compulsive authorities of the "Forest economy" in
Vushtrria dismissed 5 Albanian workers.
MITROVICA: A large military convoy headed for Prishtina. At the
place called "Tuneli i Par&" police is checking the identities of
the people travelling to Shala. Many are ill-treated. Unidentified
persons in "Kroi i Vitakut" quarter broke the windows of the house
of Agim Xhem& Kabashi (38). This is the third time that Albanian
houses in this quarter are attacked.
PEJ&: Unidentified persons threw a bomb on the shop in the
ownership of Ahmet R. Berisha in "Dushan Mugosha" str. Lots of
damage was caused.

APRIL 2:

PRISHTINA: Hubertus Van Schip, the attache of the Dutch Embassy in
Belgrade, Wim Foruyn, the editor in chief of the Dutch TV and Milan
Stipetiq, a journalist demanded of the Serbian police to find out
what had happened to an Albanian who was arrested on March 7. The
40 year old man was accompanying the Dutch crew on their way to
Drenica. He and the journalist Stipetiq had been physically ill-
treated by the police. The Dutch were told that the person arrested
had been released but they did not manage to find out anything on
his whereabouts.
FERIZAJ: Mehdi Mustafa (1948) was summoned for informative talks to
the local Security Center. He was interrogated on the organization
of the protests and the activity of the trade unions.
GJILAN: Halim Huruglica (1957), teacher and LDK activist in the
village of Dob&r^an was summoned for informative talks to the
police station in Gjilan. Menderes Zeqiri (1968) from Haxhaj was
threatened and provoked by 2 Serbian civilians. Many groups of
armed civilians paraded through the center of the town.
HANI I ELEZIT: Qani Qajani from Lagja e Re and Ziber Curri from the
village of Dermjak were taken for informative talks and were
interrogated on the elections of March 22.
SHTIME: Fatmir Abdyl Zymeri (1960) from Pjetreshtica, an economist,
was taken for informative talks to the Security Center in Ferizaj.
He was physically ill-treated and for more than 6 hours
interrogated on the elections, peaceful protests, the activity of
the LDK as well as that of the Financing District Council.

APRIL 3:

FERIZAJ: On April 1, 2 and 3, Ismail Mehmeti from the village of
Bibaj, a former political prisoner and an activist of the LDK, was
summoned for informative talks to the Security Center in Ferizaj.
He was ordered to report again on April 6.
SHTIME: Arsim Ibrahim Qorolli (1970) from Rashinca, an economist,
was taken for informative talks and was interrogated on the
parliamentary and presidential elections as well as on the peaceful
protests. He was ill-treated and threatened.
KA^ANIK: Adnan Milaim Fuga, chairman of the LDK Youth Forum branch
in Ka^anik, was summoned for informative talks and interrogated on
the activities of the Forum. He was provoked.
PRISHTINA: After a fight between Serb and Albanian pupils of the
"Dardania" Primary School, two policemen and a police inspector
intervened. Remzije Selimi, a teacher and Ahmet Pllana vice-
director were left an order to report to the police.
MITROVIC&: Policeman Ratko Antonijeviq threatened Hasan Isuf
Kolludra (56) from the village of Shipol for participating in
protests.
ISTOG: Police raided in search for weapons the houses of Kadri,
Ibrahim and Halim Boletini in the village of Veriq.

APRIL 4:

MITROVIC&: Pajazit (25) and Zekim Istogu (24) from the village of
T&rstenik i Sk&nderajt were provoked, threatened and physically
ill-treated at the check-point in Shipol.
GJILAN: On the outer walls of the "Atik" mosque many anti-Albanian
and anti-American slogans were written (Kill the Albanians, I live
to see New York bombed, etc).

APRIL 5:

HANI I ELEZIT: Egzona Brava (10), a pupil, was run over by a Serb
custom officer. She was immediately sent to hospital.

DELAYED INFORMATION:

KLIN&: On March 5, Mark Oroshi (1959) from the village of Leskoc,
an activist of the LDK, was summoned to the Serbian run District
Court in Klina. He was arrested and severely ill-treated for
allegedly being an associate of the "KLA". Police threatened to cut
his genital organs. Due to injuries suffered he had to seek for
medical help. On March 16 he was once again taken to court.
The following were physically ill-treated: on March 9, Ahmet A.
Morina (1950), a former policeman and Azem Haxhaj from the village
of Gllareva; on March 11, Visar Mehmetaj (1978) a pupil from
Rudica, suffered severe body injuries and had to seek for medical
help; on March 24, Ilaz Raci, "Bajram Curri" str. 14/A and his two
sons Fahri (1973) and Maxhun, were sent to the police. Fahri
suffered severe body injuries and had to seek for medical help.
Arton ^uni (1979) from the village of Dei^, a pupil of the "Luigj
Gurakuqi" Secondary School in Klina and Bekim Dedaj (1978) from the
village of D&rsnik suffered severe body injuries; on March 25,
Nevzat Hisen Raci (21) was ill-treated under the pretext that he
spoke no Serbian; on March 26, Miftar R. Pajazitaj (55) from the
village of Cerovik and his 12 year old son were ill-treated. The
two suffered body injuries.
On March 25, at about midnight, in many streets of Klina Serbian
civilians provoked Albanians by knocking on their doors and by
telling them to leave Kosova. The Albanians were threatened to be
massacred.
DE^AN: On March 10, Ahmet Malokaj (1969) was physically ill-treated
in the village of Baballoq. On March 24, police stopped many
foreign journalists on their way to Gllogjan. Vehat Pavataj, who
was accompanying the journalists, was sent to the police station in
De^an. He was physically ill-treated. The journalists were ordered
to turn back to Peja. On March 25, police physically ill-treated
Ali Rexhep Avdiaj, Avdullah Syl& Aliaj, Met& Lan& Dobraj and Ramiz
Isuf Isufaj from the village of Gramaqel. On March 27, Bujar
Avdimetaj from Strellci i Ep&rm was arrested and physically ill-
treated. Bujar had helped the IRC during their visit to De^an. Due
to injuries suffered he had to seek for medical help. On March 28,
Besim Jasiqi (1967), an employee of the "Ela" enterprise in Junik,
was stopped by Serbian civilians in the village of Raushiq near
Peja. He was physically ill-treated and threatened with
liquidation. He suffered many injuries.
HANI I ELEZIT: On March 10, a camera and some 40 photos were seized
from Muhamet Dernjani. On March 13, Driton Curri from the village
of Dernjak was physically ill-treated. On March 18, Nefail Suma, a
teacher, was stopped by army units checking the border. On March
19, Xhevat Mustafa (1982) was physically ill-treated.
On March 24, Rakip Bushi (1938) a worker of the "Sharr" factory was
stopped and threatened by 2 policemen. He was not allowed to go to
work. On March 26, Hajdin Daci from Hani i Elezit was taken for
informative talks to the local police station in Ferizaj. He was
interrogated on his participation in the peaceful protests as well
as on the parliamentary and presidential elections. On March 27,
Qazim Bushi was physically ill-treated by policeman Lubisha Baciq.
SHTIME: Nazmi Azem Ademaj (1949), a teacher of the "Naim Frash&ri"
Secondary School was taken for informative talks to the police
station on March 12, 13 and 18 in Ferizaj and on March 16 and 25 in
Shtime. He was interrogated on his political activity and was
accused as one of the organizers of the peaceful protests. He was
physically ill-treated. On March 28, in the center of Carraleva,
policeman Jovica Stefanoviq shot 5 bullets in the air.
GJILAN: On March 17, Hajrush Haziri (1943) from Zhegra, an activist
of the LDK, was summoned for informative talks to the police
station in Gjilan. He was interrogated on the parliamentary and
presidential elections, on the activity of the LDK sub-branch in
Zhegra, etc. On March 19, Rabit Hasani (1957) from Selishta, a
teacher and LDK activist in Zhegra, was summoned for informative
talks to the local police station and was interrogated on the
organization of the peaceful protests. He was threatened by police
inspector Dragan Joviq.
OBILIQ: On March 23, a police patrol stopped Izet Sekira^a (1976)
a student from the village of Mazgit. He was interrogated on
weapons and on the parliamentary and presidential elections. He was
taken to a nearby building, thoroughly checked, looted a certain
sum of money and threatened. On March 24, in the vicinity of the
green market in Prishtina, police physically ill-treated Xhemajl
Mehmet Krasniqi (17) from Breznica. On March 27, Ferid Hasan
Krasniqi (30) from Breznica was severely ill-treated at the police
check-point of Nedakoc near Vushtrria.
KA^ANIK: On March 23, police asked for weapons from Hamit Nazmi
Lika (1949), "Migjeni" str. 58, Salih Halim Kuka (1945) from Bobi,
Nexhmedin Avdyl Berisha from Runjeva, Metush Januz Axhami from
Llanishta and Muharrem Sejdi Bela from Ka^anik. On March 26, police
asked for weapons from Ramush Loku (1938), a pensioner living in
"Demush Bilalli" str. He was ordered to report to the police the
next day. On March 28, Idriz Osman Beqiraj (1964), a tobacco dealer
was arrested, physically ill-treated and seized a large amount of
cigarettes.
PODUJEV&: On March 24, a police patrol raided in search for weapons
the house of Bajram Hajdari (30) from Dumnica. He was physically
ill-treated and ordered to report to the police. Fearing from
retaliation the entire family fled from their house. On March 25,
Zoran Jashareviq from the village of Orllan took by force the flat
of Sabit Syla.
FERIZAJ: On March 26 and 27, police paraded through the "Mihail
Grameno" str. On March 27, Azem Muhaxheri from the village of
Manastirc was summoned to the police station in Nerodime. He was
told to hand in some weapons and was physically ill-treated. His
father and his wife were summoned for interrogation too. Jakup
Arifi (1954) was summoned to the Serbian run District Court in
Ferizaj. He was summoned for a gun which he had handed in in 1994.
On March 28, Ylber Hajredini, a teacher from Komogllava, was
attacked in the vicinity of the green market. He was physically
ill-treated and insulted.
PRISHTIN&: On March 28, Ismet Zeqiri (1960), living in "Velania"
quarter VII/19, was physically ill-treated by 2 policemen and 2
Serbian civilians. He suffered severe body injuries.
VUSHTRRI: On March 28, Vesel Bunjaku (31) from Samadrexha was
physically ill-treated at the check-point of Komoran. Due to
injuries suffered he had to seek for medical help.
PRIZREN: On March 28, police arrested Nderim Adem Shala, living in
"Bajram Curri" str. His house was raided and he was looted goods to
an estimated DM 500. He was sent to the police station and was
physically ill-treated. He suffered injuries on his face and hand.
Safet Kabashi from Gjonaj, a member of the presidency of LDK's
Youth Forum branch in Prizren was taken for informative talks
regarding the activity of this branch as well as the present
situation. He was physically ill-treated and ordered to report
again.
MITROVIC&: On March 28, in the vicinity of the green market, 3
policemen stopped and checked the identity of Shyqeri Tha^i (25)
from Broja e Sk&nderajt. He was looted DM 100 and sent to the
police station where he was interrogated on the March elections.
