Shanghai film festival to open this month
WITH the Third Shanghai International Film Festival set to roll
late this month, organizers think the gala should develop its own
style -- something to separate it from the hundreds of other film
festivals that take place around the world.
The festival should emphasize the artistic and academic values of
movies rather than just the commercial side, said Chen Xiaomeng,
director of the organizing committee's general office.
He compared Shanghai's festival with the Zhuhai and Changchun film
festivals, which are held in the alternate year of the Shanghai
Film Festival.
"There are many world-class film festivals, some are avant-garde,
some are flamboyant in style and others are simple and compact and
we want ours to have its own characteristics," he said.
Local organizers want to improve by learning from the Berlin Film
Festival, which is well organized and serious about art.
Film makers and directors from more than 40 countries and regions
have sent in films to participate in this year's festival.
"We selected high quality films to be publicly viewed and out of
them 19 films will enter the final competition for the 'Golden
Cup' Awards," he said.
A seven-member jury has been formed to select winners for the
"Golden Cup" Awards for best actor, best actress, best director,
best film and special jury award.
Unlike the former two festivals, more Chinese films are entered in
the finals this year.
"In the last two years, only one Chinese film was entered in final
competition but this year, according to the international practice
that allows two films from the host countries in the finals, we
chose two films from China," said Chen.
One of them is "Red River Valley," a 120-minute-long film about
the moving story of Tibetan people fighting against the British
invaders. It was directed by Feng Xiaoning in 1996.
The other Chinese film is "Living at Peace," a film directed by Hu
Bingliu that looks at the ethical values of a family through the
relations of the mother and daughter and their maid.
And also on the commercial side of the festival, this year the
film market, which was tucked away in just a few office rooms of
the Shanghai Film Art Centre, will be moved down to the lobby.
This year, 18 film companies from six nations and regions will set
up stands at the Shanghai Film Art Centre.
The festival is attractive to big name companies such as 20th
Century Fox, Moscow Film Studio, Shanghai Paradise Film
Distribution Co, Shanghai Film Studio, the Shanghai Cartoon Film
Studio and the Shanghai Science Education Film Studio.
"We hope that through film competition and business activities, a
subtle influence will be exerted upon Chinese films in the future,
helping them to improve," Chen said.
He said that the festival itself should be improved to compete
with other international film festivals such as the Cannes
International Film Festival in France.
Shanghai so far has been recognized by the World Film Producers
Association as one of the nine prestigious A-Level film galas in
the world.
That association supervises and regulates international film
festivals to protect the rights of film producers.
"Shanghai gained the recognition of the association but still
needs its further surveillance to standardize the film festival's
organization," Chen said.
In 1995 the festival attracted 200 films, including blockbusters
such as "A Walk in the Clouds" and "Water World" from the US, the
Chinese film "Red Cherry" and the Russian comedy "American
Daughter."
But when the imported films entered the local market, they
presented challenges to domestic producers.
And that is why the film festival in Shanghai is held, to let
professionals in China see some of the world's best movies and
allow them to absorb the knowledge and experience of their foreign
counterparts.
The first festival was held in 1993 and it is held every other
year.

Sculpture from Africa -- Jean Louis Kotagomba, a young artist from
the People's Republic of Congo, will hold a sculpture show from
October 10-22 at the Cathay Art Gallery. Technically, Kotagomba's
18 works on view blend the traditional abstract African
wood-carvings with modern sculptures.

Oil pipes in paintings -- Xinjiang artist Fu Jianfeng's one-man
show will be held October 14-19 at the China National Art Museum.
Sponsored by Xinjiang Dushanzi Petrochemical Works, the exhibition
features Fu's 30-plus oil paintings under the title of
"Lifeblood."
A native of Xinjiang, Fu has been working with the Cultural Palace
of Dushanzi Petrochemical Works since graduating from the Oil
Painting Department of the Sichuan Academy of Fine Arts in 1985.
Working in the oil fields for many years, Fu has a profound love
for the magnificent oil fields, particularly for the crisscrossing
network of petroleum pipes, regarded as the "lifeblood of
industry."
Pipes have become Fu's favourite theme. Under his brush, the hard,
cold steel pipes are sketched as living beings -- with plenty of
vigour.

Pottery art show -- Zhu Legeng, an artist from Jiangxi Province's
Jingdezhen, will display his pottery on October 21-26 at the China
National Art Museum.
Sponsored by the Jingdezhen Artists Association and two other
departments, the exhibition will display Zhu's representative
works in recent years. With peculiar designs and bright colours,
they embody Zhu's bold imagination, powerful creativeness and high
technique.
A native of Jingdezhen, Zhu graduated from the Jingdezhen Pottery
and Porcelain Institute in 1985. He is now associate professor
with the institute.
He is also a member of the China Industrial Art Society and a
member of the Jiangxi Artists Association. Since 1990, he has won
more than 30 prizes at the national pottery and porcelain art
contests.

CONCERTS
Soviet songs -- A large-scale symphony chorus concert -- featuring
former Soviet songs -- will be presented by the Song and Dance
Troupe under the PLA Political Department.
Zheng Jiang will be the conductor. Cheng Zhi and Wang Xiufen will
lead the songs.
Programmes include "Red Plum Flowers," "Small Path," "Night at the
Suburb of Moscow," "Three Carriages," "Weaving Girls," "Night of
the Port," "Boatmen's Songs," "Song for the Youth League," "Holy
War" and "Toast."

Saxophone quartet -- Dortmund Saxophone Quartet Chamber Music
Troupe, comprised of elite saxophonists from German Dortmund

regions, will present capital saxophone buffs with numerous pieces
-- including a hit by renowned American composer George Gershwin
(1898-1937).
They will also perform the "Art of the Fugue," composed by Johann
Sebastian Bach (1685-1750), a German organist and composer.
Also, the troupe will perform the well-known Chinese classic
"Jasmine Flower."

TV documentary
GUANGZHOU -- Guangzhou has recently finished producing a
six-episode TV documentary, "Guangzhou Metro Epics." The
documentary is the joint effort of the Propaganda Department of
the Guangzhou Committee of the Communist Party of China, Guangzhou
Metro Corp and Guangzhou TV Station. The TV series, to be released
nationwide this month, reflects Guangzhou's preparation for the
metro project, reproduces on the screen the city's
decision-makers' images and presents the great relocation of the
residents and their sacrifice for the project. The documentary
also describes the metro constructors' maturity and painstaking
efforts with the project and the impact the project imposes on the
society and the people here.
History of drama
FUZHOU -- The three-volume "History of Ancient and Modern Chinese
Drama," published by the Higher Education Press in South China's
Guangdong Province, is now available to both Chinese and foreign
readers.
Li Wanjun, a professor with the Play Research Institute at Fujian
Normal University, served as chief compiler of the series.
The magnificent series, which cover events from ancient times to
1996, contains an estimated 2 million Chinese characters.
Association set up
HEFEI -- Renowned Chinese composers have sent congratulatory
messages on the establishment of the Anhui Province Association of
Composers.
Composers throughout the nation point to the establishment of the
organization as a great event for China's musical circles.
The more than 100 members of the association will contribute to
the province's musical prosperity and help other composers create
excellent works, according to officials.
The association plans to organize symposiums, hold concerts and
provide training for music lovers.
Film about Zhou
HANGZHOU -- The filming of a movie on the life of China's late
Premier Zhou Enlai began recently in Hangzhou, capital of East
China's Zhejiang Province.
The showing of the film will mark the 100th anniversary of the
birth of the respected and beloved leader next year. The film
portrays Zhou's love of the Chinese people and the country and
points out his virtues: amiability, diligence, and personal
attention to detail.
It gathers recollections from some famous artists, common workers,
farmers and soldiers about the late premier, and well-known actor
Wang Tiecheng plays Zhou Enlai. (CD-Xinhua)

China, Jingdezhen's fame being revived
JINGDEZHEN, the famous "china city," is radiating new vigour on
the solid base of its traditional handicraft.
Jingdezhen is famous the world over for its china handicraft and
has praised as "china city" throughout the history of China.
For hundreds of years, Jingdezhen has created a splendid china
history.
With the rapid development of science and technology after the
1990s, the china industry met a lot of difficulties and faced
severe challenges.
The Party committee and municipal government of Jingdezhen made
great efforts to strengthen the development of the china industry.
According to the State's requirement of building Jingdezhen into a
prime china export base, Jingdezhen invested 600 million yuan
($72.3 million) in the technological reformation of the assembly
line of china -- raw material, fuel, subsidiary material and the
china of everyday use -- by introducing the advanced technology
and equipment of Germany and Japan.
Now, it has established four modern assembly lines of china for
everyday use.
It has made four breakthroughs:
1. It employed new raw materials such as "dry through spraying"
and increased new china types such as "strengthened china."
2. It adopted new advanced techniques.
3. It adopted new handicrafts such as "shape by burning twice" in
terms of burning handicraft.
4. It introduced the first high-temperature and high-speed
flower-drying kiln in the whole country in terms of ornament. It
also adopted a new handicraft of "enamel with colours."
The four breakthroughs symbolize the strides the nation's china
technology is making to reach the international standard.
In 1996, five technology-reformed china manufacturers merged into
one as Jingdezhen China Co Ltd. The company gathered the cream of
the technology and equipment of Jingdezhen's china.
A good development situation has come out of the merger, with the
production of luxury china for everyday use with "enamel with
colours" such as brands marketed as "Jade," "Red Leave" and "New
Star."
Jingdezhen vigourously promoted the reform of State-owned
enterprises in the china profession. The old enterprises radiated
new vigour after the reform, transforming the system of ownership
and bettering their assets.
Meanwhile, it encouraged the development of the non-State-owned
china economy. The number of non-State-owned china enterprises
totalled more than 2,000, accounting for 33.3 per cent of the
china produced annually.
A competitive situation is now coming into being, and it will
accelerate the flourishing development of the china industry.
A new setup of "grand china" is preliminarily taking shape in
Jingdezhen.
It produces not only china for everyday use, artistic china and
sculpted china but also industrial, electronic, special and
architectural china, all of which are of high added and high
technological value.

Machinery enjoys growth
THE machinery industry in Jiangxi Province, southeast China, has
beefed up with rising sales income, profit tax and export volume
during the past five years thanks to the reform and opening up
policy.
The right selection of targets and focus of work are reasons to
guarantee the sustained and continuous development throughout the
province.
During the past five years, the sales income of the province's
machinery industry increased by 17.78 per cent; the profit tax
rose by 27.65 per cent and the export volume rose by 10.21 per
cent annually. The automobile industry, in particular, has enjoyed
an increased annual sales income and profit tax of 158.4 per cent
and 123.5 per cent, respectively.
By the end of this century, the annual rate of increase in the
province's machinery industry sales income and profit tax is
predicted to reach 15.6 to 18.8 per cent and 30.1 to 34.2 per cent
respectively.
Leaders at all levels in Jiangxi know the rule of quality is the
most important.
The leading enterprises in the province have all reached the
standards of the GB/T19000-ISO9000.
Since 1995, a "famous brands with high quality" campaign was
launched to spread the world about the industry's product quality.
Altogether 16 products have been made available to customers.
So far, there are several series of products with local advantages
and strong characteristics in Nanchang and Yichun, including
mining machines, transformers, rock drills, compressors and
automatic escalators, all of which command big national market
shares.
By the end of this century, about 40 famous brands are predicted
to take shape in the province and 20 star enterprises with high
quality products will appear in the country.
To date, there are eight group companies in the province with
concentrated competition, of which four are public companies. The
small-sized enterprises in Jiangxi, through leasing, contract,
auction and the share-holding system, are being transformed
according to market rules.
The provincial government aims to set up, by the end of this
century, three to four group companies each with a sales income of
1 billion yuan ($120 million), and 12 group companies each with a
salesincome of 500 million yuan ($60.2 million).
The strengthening of the technological renovation and spreading of
advanced science and technology are reasons the machinery industry
in Jiangxi is booming, according to a recent government document.
At the end of 1996, the local government had invested 2.75 billion
yuan ($331 million) in scientific research and technological
renovation. In the past five years, about 88 scientific projects
have been finished and 74 of them have won the awards at the
State, ministry and province levels.
Figures at the end of 1995 show there were 3,524 enterprises
throughout the province, covering 12.91 per cent of the total
economic value of the whole province.

Textiles flourishing
OVER the past five years, Jiangxi's textile industry has undergone
a process of technical upgrading and structural readjustment.
Economic efficiency has improved significantly and output value
has been on a sharp upturn.
The textile factories on and above township level in Jiangxi
combine to claim an annual output value of 7 billion yuan ($843
million), which is 10 per cent of the total output value of all
the industrial sectors in the province put together. Compared to
five years ago, the output value has increased by 47.5 per cent,
resulting in an annual rate of 8.1 per cent. The per capita
consumption of fiber increased from 2.9 kilograms in 1991 to the
present 3.4 kilograms per annum. Apart from meeting domestic
needs, the textile industry has broken into the world market and
secured a sure foothold. Annual foreign exchange earnings of the
industry now hit $600 million, a 40 per cent share of the
province's total foreign currency earnings from exported goods.
There are now more than 20 private textile factories in Jiangxi
that export their products.
The industrial structure has gone a long way towards becoming
rational. In the past five years, the number of large- and
medium-sized textile factories has risen from 27 to 43. A quarter
of these were restructured to become corporations. Share-holding
has been practiced in almost all of the small textile factories.
The composition of the industry has also been optimized. The
output of the percentage of chemical fiber industry rose from 16
per cent in 1991 to 27 per cent in 1996. Ramie, silk and apparel
industries have also seen their shares in the pie enlarged.
Products such as polyving akohol, pure polyester yarn, ramie cloth
and wooden shuttles have made their names on the domestic market.
Over the past five years, 1.3 billion yuan ($156 million) has been
invested in technical upgrading and modern equipment acquisition
to sustain this momentum. By 1996, the real assets of all textile
enterprises in Jiangxi with independent accounting reached 4.8
billion yuan ($578 million), 1.4 times that in 1991. The Chemical
Factory of Jiujiang imported the first Zellwolle production line
in China. Over the past five years 90,000 old spindles and 1,267
narrow-width looms have been phased out and replaced with new
ones.
New breakthroughs have been achieved in the attraction of foreign
investment. From 1992 onward, foreign investments have been made
into 483 garment enterprises in Jiangxi with a total foreign
capital of $213 million.

Xinhua company aims high
XINHUA Metalware, a limited-liability company, was started in 1986
with joint funding from Xinyu Iron & Steel Co, Weihua Mining Co
Ltd of Hong Kong and Jiangxi International Trust and Investment
Co. It was forerunner in the production of high tension, low
malleability, prestressed steel strands in China.
But Xinghua's staff have a bigger picture in their mind. They now
export their products to more than a dozen countries and regions
around the world. The International Prestressed Steel Association
has accepted Xinhua as a member, the first ever from China.
Quality has always been at the forefront of the minds of Xinhua
staff. Xinhua not only keeps an interactive relationship with its
customers, but also keeps in close contact with manufacturers of
the same products in other countries. Technology and equipment are
constantly upgraded to insure their alignment with international
standards. In 1995, Xinhua was granted the ISO9002 quality
certificate, the first ever won by any manufacturer in this trade
in China.
Diversification is being sought intensively by Xinhua Co. Based on
market research and projections, Xinhua decided to branch out into
the production of AS (steel cased in aluminum) strands, which
requires a manufacturing process similar to that of steel strands.
AS wire, ACSR/AS and its series products like OPGW and CATW among
others are widely used as transmission line for cable
broadcasting, telecommunication, electric railroad, etc. AS wire,
which has steel as its core and aluminum as the casing, can have
varying degrees of tensility and conductivity according to the
casing's thickness.

Plant seeks expanding
JIUJIANG Chemical Fibre Plant, a specialized plant for producing
glue fibre, is a large-sized State-owned enterprise.
Now, it has several projects waiting for co-operations.
1. scale of project construction: 30,000 tons of glue short fibre
per year
2. total investment of the project construction: 637.57 million
yuan ($76.816 million), including $14.9 million foreign
exchanges.It includes the following:
fixed assets investment: 532.45 million yuan ($64.15 million)
fixed assets investment adjustment tax: 19.3 million yuan ($2.33
million)
loan interest of the construction period: 57.36 million yuan
($6.91 million)
working capital: 28.46 million yuan ($3.43 million)
3. methods of raising money:
150 million yuan ($18.07 million) from the provincial finance
$14.9 million loans from the foreign banks
364 million yuan ($43.86 million) of loans from domestic banks
4. the raw material and subsidiary material needed for production,
and the fuel should be solved by the enterprises at the market.
Jiujiang Chemical Fibre Plant welcome investors from home and
abroad to develop this project.
