Russian oil paintings on show
AS an important part of '98 China Year of International Fine Arts
and also the prelude to the Russian Art Festival, the "Exhibition
of the Russian Landscape Paintings of Levitan and His
Contemporaries" opened on April 10 in the China National Art
Museum, Beijing, and will continue until April 28.
The show features 86 oils by 36 Russian landscape painters in the
19th and early 20th centuries. There are 19 canvases by I. I.
Levitan, one of the greatest 19th century Russian artists.
The works of this exhibition come from four local museums in
Russia. They possess some of the finest pieces of Russian art,
though these museums are not as well known as the Tretyakov
Gallery or the Russian Museum. Such famous pieces as Levitan's
"Lake" and "The Rooks Come Back," by Savrasov, are from the
collections of these small museums.
The exhibition is organized by the China International Exhibition
Agency and the Chinese Artists Association.
The oils on show depict the beauty of the Russian plains, forests,
rivers and lakes. They also reveal the painters' pursuit of
natural charm and freedom. The language is purely Russian, an
expression of Russian psychology, according to the organizers.
Russian arts flowered in the 19th century, including literature,
ballet, music and painting. The Chinese are familiar with the
names of such famed painters as Lebin, Sulikhov and Levitan, in
addition to great literary figures such as Leo Tolstoy, Fyodor
Dostoyevsky, Nikolay Gogol, Ivan Turgenev and Anton Chekhov, and
composers such as Mikhail Glinka and Peter Tchaikovsky.
From the mid-19th and into the early 20th century, the Russian
landscape painters worked to establish themselves as an important
art genre with a unique style and manner of expression as well as
a diversity of subject matter. With an exploratory vision, they
captured the beauty and mystery of nature.
Looking back, one sees that Russian landscape painting followed a
chequered course. It originated during the reign of Peter the
Great but it was not until the late 18th century that landscape
painting freed itself from being a sheerly narrative and
decorative medium and became an independent form of artistic
expression.
By the late 19th century, Russian landscape painting peaked, with
a number of excellent painters. The Russian painters were a match
for their counterparts of the Barbizon School in France and those
from other European art schools.
Among the great Russian landscape painters were Levitan, Savrasov,
Shishikin, Vasilev, Serov, Korovin and Polenov.
They emerged in the same period of time in the same country. Their
works are profound in tone and delicate in feeling and combine to
show the development of Russian landscape painting from lyrical
narration to philosophical pondering.
Among them, I. I. Levitan was doubtless the most brilliant. Gifted
with extraordinary power of understanding and feeling, he rendered
the simple and profound beauty of nature in exuberant colour. In
addition, he tried to reveal the hidden charm of the landscapes of
the Russian countryside.
In the face of a dazzling array of art schools in his time,
Levitan remained sober and carried out his own innovation based on
the fine traditions of Russian realism. His style and approach
were to have profound influence on later Russian landscape
painters.
Russian oil painting, including landscape work, directly
influenced Chinese oil painting in the 1950s and 1960s, according
to the organizers. At that time, Chinese art students were sent to
the Soviet Union to learn art and some Russian artists came to
China to teach.
Some of the young Chinese artists from that time are still active
in Chinese art circles, either as practising artists or teachers
or working in some capacity within the arts.
Two examples are Jin Shangyi, president of the Central Academy of
Fine Arts and also a famed oil painter in his own right, and Zhan
Jianjun, a well-known oil painter and chairman of the Oil Painting
Board of the Chinese Artists Association.
"Russian oil painting of the 19th century followed the general
artistic trends of the world at that time. Works of Russian
realism, though, were heavily tinted with critical realism, not
merely representations of reality," said Xi Jingzhi, an art
history professor at the Central Academy of Arts and Design.
This was a reflection of Russian thinking at that time, according
to her. At the time, Russia lagged behind Western countries.
Traces of serfdom, which had been just abolished, were seen
everywhere and the Russian people were still living in misery.
Russian oil painting was also influenced by Russian literature and
music. Tolstoy, Glinka and Tchaikovsky were active when Russian
oil painting was moving towards the discovery of its own form,
according to Xi.

Shenyang seeks funds, exchanges with West Europe
THE industrial heart of Northeast China beats a strong rhythm,
pumping the life's blood of manufacturing and commerce into the
region.
Shenyang, capital city of Liaoning Province, is the largest
metropolis in Northeast China with a population of 6.7 million
people living on 13,000 square kilometres of land.
An industrial centre founded during the country's era of grand
investments in a planned economy, Shenyang is equipped with the
most complete and modern industrial systems. As one of China's
premier manufacturing hubs, the city is home to equipment and
systems that pioneered a range of processes in the nation in such
fields as machinery, automobiles, electronics, chemistry,
construction materials and pharmaceuticals.
More than 5,500 industrial businesses operate in Shenyang, of
which over 300 are large- and medium-sized State-owned
enterprises. Some of these have earned the labelof "model" or
"core" enterprises in China.
Industrial products manufactured in Shenyang hold important
positions in some key national projects and serve as beacons for
development in certain fields.
Nearly half a century's construction and development has
consolidated the city's economic strength and urban
infrastructure, laying a stable foundation for the city's goal of
being a modern and international metropolis.
In the face of the challenges and opportunities that co-exist
within the current global economic rivalry, Shenyang is
experiencing an ongoing economic boom. To maintain this status,
the city is pursuing the rational strategy of opening more widely
its doors to the outside world.
We will take full advantage of markets both at home and abroad,
utilize and absorb advanced foreign technology and management
expertise to participate fully in international competition and
co-operation.
Western Europe is one of the most developed regions in the world.
The gross domestic products of the 15 countries in the European
Union last year reached $8,400 billion, surpassing the $7,200
billion GDP of the United States.
The European Union is also the largest worldwide business and
trade group, with its last year's import and export value topping
$1,900 billion and taking up more than 20 per cent of the world's
total.
Among the world's top 500 enterprises, 136 can be found in Europe.
The formal issuing of the European Currency Unit (ECU) or "euro
dollar" next year, will mark the beginning of a gradual process of
standardizing currency across West Europe, and will surely modify
the underlying framework of the world's trade businesses.
Shenyang and West European countries share complementary economies
with great potential in trade and technical co-operation.
The technological invitation extended to Shenyang from West Europe
embraces the fields of nuclear energy, air and space, automobiles,
instruments, chemicals, environmental protection and agriculture.
Shenyang is now in the process of restructuring its economy,
upgrading traditional industries and introducing new business.
I believe that, in accordance with the rule of equal co-operation
and mutual benefit, a bright and extended future will be found in
the exchanges and co-operation between Shenyang and West European
countries.
These past years we have attached great importance to the
construction of an attractive foreign investment environment. This
followed the establishment of a highly efficient service system,
as well as the creation of a series of laws and regulations
matched to global practices and the instant-feed back available in
the latest information technology.
We sincerely welcome all foreign investors, especially those from
the nations of West Europe, to Shenyang, which, I believe, will be
an "investors' paradise."

City highlights environ protection
THE government of Shenyang, capital city of Northeast China's
Liaoning Province, has made environmental protection a priority
since China initiated its overwhelming industrial reform.
Shenyang has attached great importance to regulating the
industrial structure and optimizing resource allocation. The city
has stipulated that all newly built, restored or expanded projects
must reach a specified technological standard.
The city has moved its polluting enterprises out of the central
urban area, readjusted the urban distribution structure, and
popularized central heating and gas facilities to gradually
improve the energy structure.
The green belt had been expanded to 28.9 per cent from 22.4 per
cent at the end of the Seventh Five-Year Plan (1986-1990).
A plant has been set up to treat 400,000 tons of waste water every
day. Comprehensive treatment is conducted in the Xinkai River. A
50-kilometre orbital water system has taken shape.
Shenyang has placed strict restrictions on the disposal of human
and industrial wastes in the countryside. The city has established
seven model eco-agricultural bases in four categories. It has
banned and shut down 72 small paper mills, smelting works,
tanneries and other small enterprises which cause serious
pollution.
As the sole environmental protection industrial production base in
China designated by the Central Government in 1997, Shenyang is
expected to develop its environmental protection industries into
one of the nation's most vigorous economies by the end of this
century, with over 2 billion yuan (US$240 million) of output
value.
The complete set of water-treatment equipment assembled by the
city will reach world-recognized 1990s standards.
Shenyang has conducted wide-ranging international exchanges and
co-operation in the environmental field with more than 20
countries, regions and international organizations. It has
attracted US$75 million for environmental infrastructure
construction and industrial pollution treatment.
Together with the United Nations Habitat Centre, United Nations
Environment Programme and United Nations Development Programme,
Shenyang started to implement the Sustainable Cities Programme in
May 1997. By solving key problems in sustainable development,
Shenyang will upgrade its urban and environmental management and
attract more foreign investment and technology.

A resort attracts tourists world wide
LOCATED in the southern part of Northeast China, Shenyang, capital
city of Liaoning Province, is becoming regionally famous in the
arenas of politics, economy, culture, education and tourism.
Shenyang's nine districts, one city and three counties occupy
12,980 square kilometres, with 3,495 square kilometres serving an
urban population of 4.77 million.
The well-marked seasons make the Northeast city particularly
charming to tourism from April to October. And even its winters
draw visitors, hoping to escape hot-weather regions around the
world.
As early as 7,200 years ago, humans began to civilize this land.
The founder of the Qing Dynasty (1644-1911), Nurhaci, a Manchu,
moved his capital from Liaoyang to Shenyang in 1625. Then in 1634,
Emperor Huangtaiji (son of Nurhaci), named the city "Shengjing,"
meaning a prosperous capital of the Qing Dynasty. In the following
years, when Qing emperors moved to Beijing, Shenyang remained an
escorted capital city. The name of "Shenyang" was resumed in 1945.
Ideal geographical position and convenient transportation built
Shenyang into a regional centre surrounded by cities rich in such
natural resources as coal, iron, petroleum and crops.
Desirable highways, railways and air-routes shorten the distances
between Shenyang and other places.
A network of highways linking Shenyang with Dalian, Benxi, Fushun
and Tieling is widely believed to be one of the country's finest.
As the largest railroad junction in Northeast China, Shenyang is
easily connected by these railways with other big metropolises.
Shenyang is also served up by more than 40 air-routes, including
flights to Beijing, Shanghai, Guangzhou, Chengdu, Haikou, Shenzhen
and Urumqi.
International air routes also connect the city to China's Hong
Kong Special Administrative Region, South Korea, Russia, Japan,
Singapore and Thailand.
More than 200 scenic spots invite visitors both from home and
abroad.
These wonders include Huishan Mountain Holiday Camp, a
province-level resort; a mysterious slope spectacle; the world's
largest meteorite mountain and a lakeside entertainment centre.
Shenyang also embraces a history dating back at lest 7,200 years,
as well as Xinle Yizhi and the Palace Museum, the second largest
after Beijing's royal palace.
The imperial tombs where two emperors of the Qing Dynasty buried
are must-see spots.
In Liaoyang, an ancient town dating from the Tang Dynasty
(618-907), one can find a white pagoda left from the Liao Dynasty
(916-1125).
Qianshan Mountain in Anshan city, a steel producing centre over
100 kilometres from Shenyang, offers splendid landscapes with
temples and forests.
A newly erected jade statue of Buddha, weighing over 260 tons, is
claimed to be the largest of its kind in the world.
More than 60 star-ranked hotels and 50 travel agencies in Shenyang
offer convenience to world travelers.
