Goals of Ibrahim Gambari and Ban Ki-moon

Anticipating Ban Ki-moon's visit to Burma from 3 July 2009 nothing is
revealed in the New Light of Myanmar about it. The only (void) news
item that the NLM reported on 28 June 2009 (afterwards again) was
about Ibrahim Gambari's visit to prepare Ban Ki-moon's visit. Nothing
substantial reported further:

"Mr Gambari concludes visit
NAY PYI TAW, 27 June-Mr Ibrahim A. Gambari, Special Advisor to the
Secretary-General of the United Nations, arrived at Yangon by air on
26 June and proceeded to Nay Pyi Taw. In Nay Pyi Taw, he called on
Minister for Foreign Affairs U Nyan Win on 26 and 27 June, and held
discussions about the programme for the visit of His Excellency Mr Ban
Ki-moon, United Nations Secretary General, to Myanmar. Director-
General U Thant Kyaw and Deputy Director General U Nyunt Swe of the
International Organizations and Economic Department and Mr Erwan
Pouchous, Political Officer of the Political Department of the United
Nations were present at the meetings. Mr Gambari left Nay Pyi Taw for
Yangon this afternoon and departed by air from Myanmar in the evening.-
MNA"

Actually Ban Ki-moon is expected to meet Than Shwe, other officials
and NLD representatives. It is quite clear that the junta is not happy
with his visit, of which the primary goal is to urge the immediate
release of Aung San Suu Kyi and all other political prisoners in view
of both human rights, reconciliation dialogues and participation in
the 2010 elections. A secondary goal is to improve the situation of
the cyclone's victims by international humanitarian aid. Unfortunately
these are the only goals, it is not intended to discuss the Rohingyas
issue or anything else.

To be honest I don't think Ban Ki-moon will succeed with his primary
goal, but it has to be formally attempted this way before the UN is
able to exert more force on the junta for that purpose. So I don't
expect it will damage Ban Ki-moon's position as Secretary-General of
the UN. On July 5th or 6th the NLM, after Ban Ki-moon's leave, will
probably report about Ban Ki-moon's finalised visit in terms of good
understanding and cooperation with the UN and abuse it to reinforce
the junta's position as a 'legitimate' government. Next UN steps are
to be awaited.
