Your quote doesn't make sense in English. A commission and a conviction
don't have much in common and fairness is supposed to be part and parcel
of the method for commissioning.. cf. Commissioned and
non-commissioned officers, a commission to do a task, a thing
commissioned for a particular task,...a conviction can be a belief set
or a single belief or alternately, convictions from trials.
