Military commissions aren't designed to be fair. They're designed to
produce convictions" Navy Lt. Cmdr. William Kuebler said from his office
in Washington, D.C.

Your quote doesn't make sense in English.  A commission and a conviction
don't have much in common and fairness is supposed to be part and parcel
of the method for commissioning..  cf.  Commissioned and
non-commissioned officers, a commission to do a task, a thing
commissioned for a particular task,...a conviction can be a belief set
or a single belief or alternately, convictions from trials.

Spare us your English lesson, will you. Chorbi is quoting Cmdr. Kuebler

And the commission the commander is referring to is this:

Now moving on the Bulgarian Newsgroup, Galina?
Don't you have any dignity left to quietly shut up your
mouth and stop exposing yourself as an arrogant yet ignorant
troll.
