Agree.
It is about externality. There is no reason why both a banking
reform and a levy cannot be applied at the same time.
I think a financial transactions tax is a great idea. If someone
expects to profit off of risky securities and also expects the
government to bail out his risky investment when it fails, he should
pay some sort of tax to fund what is essentially a government
insurance program.
Capitalism is dead. True capitalism involves risk along with rewards,
but now the government assumes the risk of bad investments while
investors get to keep their profits. Since this amounts to a kind of
investment insurance, investors should be required to pay premiums if
they expect to receive bailouts.
