Ingrid Cruz is one of more than 300 teachers who
came to Louisiana from the Philippines since 2007
via a Filipino recruiting firm, PARS International
Placement Agency(PARS IPA) and the Los Angeles based
Universal Placement International Inc. (UPII) whose
visas were withheld and who coerced into paying
inflated fees, commissions, and rents to work
in the USA. The American Federation of Teachers
and its state affiliate the Louisana Federation
of Teachers filed a complaint with the
U.S. Department of Labor, the state Workforce
Commission, and the attorney general over the
treatment of H1B Visa filipino educators.
