A friend's daughter is getting married in Los Angeles. The rabbi who
will perform the ceremony quoted a price of $1,500 - does this seem
high to you? They were kinda shocked...

Prices can vary quite a bit, but that's not unheard of.
When you think of the time involved (meetings, preparation,
rehearsal, ceremony, etc.), it's actually not an
outrageous hourly rate.
