Jon,

If the same end-user clicks on a snipurl more than once, it is not
counted in unique clicks. Yes, based on IP address. Some people may
use proxies so this is not 100% accurate, but it's indicative of
popularity.

Snipurl is privately run. It is free but not open source. We have been
around since 2001, and while many knock-off services have sprung up,
not one of them comes close in terms of features or loyal community.
