We would like to get the back-end database of the above mentioned online dictionary in public domain or any free software license(like GNU GPL) for the initial work on this. Dear Santosh,
KSITM released a english malayalam dictionary as part of Malayalam Computing Campaign. It is available to download at http://malayalam.kerala.gov.in/index.php/Dictionary .The software is released under GNU GPL v3. I think the database included is also under the same license as it is part of the software. We can use that database to build further.

If the database/word-list is under an appropriate license that allows derivative works even, is it possible to look at making available a RPM of it ?

Hi, Could you please respond to this ? We have released the beta version of the dictionary yesterday, using the data from KSITM. But it is not an elaborative dictionary.

[Third and final attempt through mail] I am sad to see the irresponsibility from CDAC. We are not asking to a proprietary software company. We are asking CDAC, an agency supposed to assist the software needs for the people in the state. Can't it at least reply to an e-mail even though we sent it 3 times? By Kerala IT Policy 2007, Clause 8.4, knowledge generated through public funding should be freely available to the public. CDAC is violating that policy.

CDACs database is password protected.(the MS Access database of a VB application, that comes with the CDs that they distribute ) We are trying to avoid duplication of effort. Sasi sir, Please see this page: http://www.malayalamresourcecentre.org/mrc/dictionary This database is also distributed in MS Access database format with a Visual basic application in their Malayalam CDs(I am not sure whether both databases are same or not) We are asking the backend database of that in proper license. The Dict database that we prepared now is having around 11K words(eng-mal) and it is small. If we get the back end database of the above mentioned application, we can create eng-mal, mal-eng,mal-mal , and possibly mal-hindi too. We can use it them in our desktops and we can package it for gnu/linux distributions That is our project plan Eventhough we have many dictionaries in printed format, typing a complete dictionary is time consuming and requires lots of effort. Since CDAC already has it in digital format(Not sure Unicode or Ascii font based- that we can convert), we are trying to reuse it. We are ready to give credits to CDAC too.

I got a response from a person (rather senior) I know in CDAC. He says that the question has not even been discussed, apparently because the concerned Head is very busy nowadays. If we go and meet Sulochana, she may tell us the same thing. I was wondering whether it would be useful if we write a formal letter to the Director. They may not ignore letters as easily as they ignore emails. We could also say there that CDAC would appear in poor light if it refused to give us the data, especially when Kerala is promoting Free Software. If we write, we should do it on a letterhead of SMC. What do you think?

fruitless, and was pretty disappointing. She said that she might
present the case to the committee at CDAC who decides such things. It
seems CDAC is not going to publish it under any Free Software License
until they see some money coming out of its release. My conclusion
about dictionary : Its not going to happen with CDAC consent. The
maximum we can try is get some government agency to buy it from them
and get them to release it ( IT Mission ? ) - at least thats what
Sulochana madam suggested.

Does projects under public funded institutions covered under RTI ? If yes i think we should try that. Otherwise leave it
Dictionary data words and meanings are not copyrighted. But as a collection it have copyright. Someone can manually copy it/ type some data from existing print copy of trilingual dictionary
We are not at all desperate for this database. If we searched we can find enough people willing to share such data bases
what about approaching groups like mashithandu.com for licensing their data collection -- Any responsible politician should be encouraging a home grown Free Software industry because it creates the basis for future jobs. Learning Windows is like learning to eat every meal at McDonalds.
