a error in smarty 3

I have smarty 3 on windows OS with apache and php 5.2.2
I had the following error while I test a example of smarty doc
Example 14.29. getTags()

Strict Standards:  strftime() [function.strftime]: It is not safe to rely on the system's timezone settings. Please use the date.timezone setting, the TZ environment variable or the date_default_timezone_set() function. In case you used any of those methods and you are still getting this warning, you most likely misspelled the timezone identifier. We selected 'UTC' for '3.5/no DST' instead in C:\Program Files\mycms\Smarty\sysplugins\smarty_internal_templatecompilerbase.php on line 169

This error message is created when no default.timezone is defined in your php.ini 

It's not a Smarty problem
