Hmmm, for such a prominent framework like RoR, it's sad that I can only think of 1 developer (Marc Gayle) who is proficient and consequently usually always booked.
Hmmm what if there was a way for people all around the world to find local developers and a list of their proficiencies and availability.... Hmmmmmmm.......
