2 Enhancement ideas

Hey,

Even tho' I'm yet to really setup skweegee, there are a couple of
things I would like to see in the future:

1) Version AND milestone tracking.
Currently skweegee only does milestone tracking.

I really like version and milestone tracking, because then I can do
something like:

Version: 1.5
- Milestone: Alpha1
- Milestone: Alpha2
- Milestone: Alpha3
- Milestone: Beta
- Milestone: Release Candidate
- Milestone: Final

This means, if I want to get all ENH or Bugs for a given version I
can, without having to skip through multiple milestones.

2) Ticket Voting
I'd really be able to configure a set number of maximum votes for each
user, or a per project basis.

Users are then able to apply those votes to a given ticket, until they
run out of votes.

Votes then become available to the user again when a ticket becomes
closed. (or accepted, I can't decide which).

This gives a public project a really nice way to be able to determine
which tickets are most important to its users.
