I think the problem is big issue in the Google Site system and must
prevent lots of users to adopt it.
I'm telling you about the problem I encounted. I ever created my site
http://sites.google.com/site/mhdfamily and made it public. However,
after I added some pages, one of my friends told me that she could not
access, with the Disabled message. I tried and failed also. I then
loginin as the site owner and succeed.
But what happend belowed confues me and sounds absoultely TERRIBLE!
I then deleted all my contents in the site and keep the site EMPTY.
however, the same problem happened again and the site is still
Disabled for all viewers without login.

disabled for violation of terms of service without first checking with
the creator/owner of the site.

I have the same issue at my new site www.stinsonddog.com, and the
method of disabling without a reason is terrible. I started setting
up a Microsoft Live Office today in case Google doesn't respond
quickly. I can't have this happen everytime I edit it.

Google reserves the right to disable any web site on Google Sites as
they deem it, you remember hitting the 'I Agree' button, right? Mike
has posted the URL to a possible reason why some sites were
temporarily and mistakenly disabled twice now, Google is still in the
working stages trying to get all of the kinks out.
If your site is still disabled, please submit the correct URL to
Google Sites Administrators and they will get to you as quickly as
possible.

It's a bit confusing as to where to contact the Site Administrators
after a "disabled for violations" message. This is a link I found but
it seemed to be link from a message back in August so I'm not sure if
it's still the correct one: http://www.google.com/support/sites/bin/request.py?contact_type=disabled
I also noted that you are supposed to click the "contact us" link to
report this, but I could not find such a link but think it may be on
the "sitemap" page of your google sites. I think I saw it once but it
has since not appeared again. Very confusing. I wish someone could
explain this topic better and perhaps Google could find a less
disturbing to users solutions for this TOS violation warning.

When I click on the link you provided in your post (http://

I'm assuming this is the same message you (and others) see when you
try to view your site. You will notice that the tail end of that
message contains a "contact us" link that points to the same URL you
provided above: http://www.google.com/support/sites/bin/request.py?contact_type=disabled
I have no idea as to the SLA for getting back to you on a "disabled
for violation of Terms of Service", so I can't tell you when to expect
a reply. If the site was disabled in error, though, it's a shame that
it is taking Google so long to get back with you.

The site owner can't see the "contact us" link on the site page where
the "disabled" because of violations of terms of service site notice
is, but anyone else can. I'm guessing you have to not be logged in to
get to that page to see the link to contact Google. So, that's one of
the disturbing problems a site owner encounters with the message..no
clear place to contact.
The most disturbing problem, however, is that I don't think there's
any violation that I've made but it's now been about 30 hours since I
sent a message to the administrators and still no answer yet and no
one can get to my 90+ pages on the website!
That's interesting. I wonder why they wouldn't display the "contact
us" link if you are logged in. I would think the last person they
would like to hide this information from is the site owner!
