I've taken a look at their user agreement and they do not seem as
friendly as yahoo or google in providing data services to external
developers.
The reason I'm asking is because I'm thinking of developing a web app
that will greatly benefit from having singapore maps available.
You may have better chance with www.can.com.sg managed by Green Dot Internet
Services Pte Ltd (GDIS). Can.com is going no where on their own, the
company have enough Govt. funded websites to stay afloat without further
innovation. They are well linked with various govt. bodies and may get you
access to various policy makers in SG. Can.com was originally funded by
Singapore Power when KP Ho was in-charge.
Mashups is hot in US, but it may be tough for Singapore. Ministry of
National Development already digitised all our map (including underground
pipe, sewage, underground cables...etc). However, they are also
ultra-conservative & protective of their assets. Even the former National
Computer Board (NCB) could not get them to open up.
If you are doing a non-commercial service and are keen with vector map, try
http://sg.pagenation.com/. They are still at proof-of-concept and are
distributed under Creative Commons License. I have not ideal about the
source of their map, but it's very updated. Newer than Google satellite
map, that's for sure.

I happen to be consulting with a government agency that plans to launch
a Singapore street directory web site. Perhaps you could tell me more
about what you plan to do (public service or commercial) and how you
plan to do it, so I could bounce it off these folks and see if they
would allow it.
One caveat though, their technology is a little different from Google
Map's and I don't think they have APIs yet.

That sounds interesting. I believe there is definitely an opportunity
there. You don't know how many occasions I've been through that I have
to go to the AsiaOne's restaurant guide to get ideas for a dinner.
There's even a remote potential that we might collaborate, but I'll
leave that till the dust settles on my side.
