سنڌ جي 36 ترقياتي رٿائن لاءِ پهرين ڇهه ماهي دوران رپيو به جاري نه ٿيو،وفاقي سرڪار سان رابطي جو فيصلو
ڪراچي (رپورٽ: اختيار کوکر) وفاقي سرڪار هلندڙ مالي سال جي ترقياتي پروگرام (پي ايس ڊي پي) ۾ رکيل سنڌ جي 56 رٿائن مان 36 رٿائن لاءِ مالي سال جي پهرين ڇهه ماهي دوران هڪ رپيو به جاري نه ڪيو. وفاقي سرڪار کي سنڌ جي رٿائن لاءِ بجيٽ ۾ رکيل 18 ارب 48 ڪروڙ 64 لک رپين مان جولاءِ 2008ع کان 31 ڊسمبر 2008ع تائين 9 ارب 24 ڪروڙ 32 لک رپيا جاري ڪرڻا هئا پر انهي عرصي دوران صرف 2 ارب 87 ڪروڙ رپيا جاري ڪيا ويا. جن رٿائن لاءِ هڪ رپيو به جاري نه ڪيو ويو آهي. انهن لاءِ بجيٽ ۾ 6-ارب 52 ڪروڙ 35 لک رپيا رکيل آهن. سنڌ حڪومت فيصلو ڪيو آهي ته سنڌ جو وڏو وزير ناڻي واري وفاقي صلاحڪار ۽ وفاقي
رٿابندي ڪميشن کي خط لکي سنڌ جي رٿائن لاءِ تمام گهٽ رقمون جاري ٿيڻ تي ڳڻتي ظاهر ڪندو ۽ زور ڏيندو ته سنڌ کي پنهنجي حصي جون رقمون بنا دير جي جاري ڪيون وڃن. ٻي صورت ۾ نه صرف رٿائون وقت سر مڪمل نه ٿي سگهنديون پر انهن جي لاڳت به وڌي ويندي. سنڌ سرڪار جي ذميوار ڄاڻو ذريعي کان ڪاوش کي مليل رپورٽ موجب اهڙو فيصلو گذريل ڏينهن سنڌ جي ايڊيشنل چيف سيڪريٽري ترقيات نظر حسين مهر جي صدارت ۾ ٿيل هڪ گڏجاڻي ۾ ڪيو ويو. گڏجاڻيءَ ۾ وفاقي حڪومت جي پي ايس ڊي پي ۾ شامل سنڌ جي رٿائن تي مالي سال جي پهرين ڇهه ماهي دوران ٿيل ڪم جو جائزو ورتو ويو. گڏجاڻي ۾ انهي تي سخت
ڳڻتي جو اظهار ڪيو ويو ته وفاقي بجيٽ ۾ رکيل سنڌ صوبي جي ترقياتي رٿائن لاءِ رقمون جاري ٿيڻ جي حالت ڏاڍي خراب آهي. جنهنڪري اڪثر رٿائن تي ڪم رڪجي ويو آهي. گڏجاڻي ۾ ان حوالي سان پيش ڪيل رپورٽ ۾ ٻڌايو ويو ته هن سال جي پي ايس ڊي پي ۾ سنڌ جي 56 رٿائن لاءِ رقمون رکيون ويون آهن پر وفاقي سرڪار ڇهه مهينن دوران 36 رٿائن لاءِ رپيو به جاري نه ڪيو آهي ۽ جن 20 رٿائن لاءِ رقمون جاري ڪيون ويون آهن، اهي به اڻپوريون آهن. جڏهن ته پنجن شعبن جي هڪ به رٿا لاءِ رقم جاري نه ڪئي وئي آهي. انهن ۾ انفارميشن ٽيڪنالاجي، محنت، صحت، ٻيلا ۽ ڪراچي شهري حڪومت هيٺ هلندڙ رٿائون
شامل آهن. ناڻي کاتي جي رٿائن لاءِ 2 ارب 60 ڪروڙ رپيا ملڻا هئا پر 22 ڪروڙ 77 لک رپيا جاري ڪيا ويا آهن. تعليم جي رٿائن لاءِ 26 ڪروڙ رپين بجاءِ صرف 22 لک رپيا ڏنا ويا آهن. اهڙي طرح سان زراعت واري شعبي جي رٿائن لاءِ 2 ارب 17 ڪروڙ رپين بدران صرف 44 ڪروڙ 73 لک رپيا جاري ڪيا ويا آهن. جن 36 رٿائن لاءِ بجيٽ ۾ رقمون رکڻ جي باوجود هڪ رپيو به جاري نه ڪيو ويو آهي، انهن ۾ صحت واري شعبي جون ڪراچي، لاڙڪاڻو، نوابشاهه ۽ حيدرآباد سول اسپتالن لاءِ ايم آر آءِ ۽ سي ٽي اسڪينر مشينون خريدڻ، سول اسپتال ڪراچي ۾ حادثن واري مرڪز جي تعمير، گمبٽ، انسٽيٽيوٽ آف ميڊيڪل سائنس کي
ترقي وٺرائڻ واريون رٿائون، ٻيلن واري شعبي جي سنڌو درياءَ جي سمنڊ ۾ ڇوڙ واري علائقي ۾ تمر جي ٻيلن جي بحاليءَ ۽ ترقي واري رٿا، ناڻي واري شعبي هيٺ هلندڙ گريٽر ڪراچي بلڪ واٽر سپلاءِ ڪي ٿري رٿا، ڪراچي پيڪيج جون رٿائون، ملير ندي تي پل جي تعمير، ڪورنگي صنعتي علائقي جي گندي پاڻي جي نيڪالي واري سرشتي کي ٺيڪ ڪرڻ واري رٿا، ناگن چورنگي وٽ فلاءِ اوور جي تعمير، گلشن چورنگي وٽ پل جي تعمير، گرومندر کان سلطان آباد واري علائقي تائين گندي پاڻي جي نيڪالي جي لائن وڇائڻ واريون رٿائون، ڪراچي جي صنعتي علائقن ۾ بنيادي ڍانچي کي بهتر بڻائڻ، گورک هل کي ترقي
وٺرائڻ واريون رٿائون حيدرآباد پيڪيج هيٺ ٽنڊو الهيار، ٽنڊو محمد خان ۽ مٽياري ضلعن جون رٿائون، خيرپور ڦاٽڪ وٽ نيشنل هاءِ وي تي پل جي تعمير، جيڪب آباد اربن ڊرينيج رٿا، لاڙڪاڻو پيڪيج جون رٿائون لاڙڪاڻي پيڪيج لاءِ بجيٽ ۾ هڪ ارب رپيا رکيل آهن پر رپيو به جاري نه ٿيو آهي.حيدرآباد جي گندي پاڻي کي صاف ڪرڻ واري ڏاکڻي ٽريٽمينٽ پلانٽ جو نئون حصو تعمير ڪرڻ، سکر شهر جي واٽر سپلاءِ رٿا، سکر شهر جي گندي پاڻي جي نيڪالي واري رٿا، ميرپور خاص شهر کي پيئڻ جو پاڻي ڏيڻ ۽ گندي پاڻي جي نيڪاليءَ واريون رٿائون، تعليم واري شعبي جون سنڌ جي استادن کي تربيت ڏيڻ
وارن ادارن کي ترقي وٺرائڻ، گهوٽڪي ۾ ڪيڊٽ ڪاليج تعمير ڪرڻ واريون رٿائون ڪراچي شهري حڪومت جي رٿا خانگي ۽ سرڪاري ڀائواري سان ماحوليات کي خراب نه ڪندڙ پبلڪ ٽرانسپورٽ نظام لاڳو ڪرڻ واري رٿا، زراعت واري شعبي کي ترقي وٺرائڻ لاءِ ايشيائي بئنڪ کان ورتل قرض واري رٿا لاءِ بجيٽ ۾ 26 ڪروڙ رکڻ جي باوجود سنڌ کي ڪابه رقم ناهي ڏني وئي. جڏهن ته صوبي اندر 29 هزار واٽر ڪورسن کي پڪا ڪرڻ واري رٿا لاءِ بجيٽ ۾ 3 ارب 55 ڪروڙ 39 لک رپيا رکڻ جي باوجود سنڌ کي صرف 30 ڪروڙ رپيا ڏنا ويا آهن. جنهن ڪري ان رٿا تي گهڻا ڪم رڪجي ويا آهن. انفارميشن ٽيڪنالاجي واري شعبي جي جن رٿائن
لاءِ ڪابه رقم جاري نه ٿي آهي انهن ۾ سنڌ جي تعليمي ادارن ۾ سائنس ٽيچر ڀرتي ڪرڻ ۽ ڪمپيوٽر ليب قائم ڪرڻ واري رٿا ۽ حڪومت سنڌ جي کاتن ۾ صوبائي پورٽل قائم ڪرڻ واري رٿا محنت واري شعبي جي ووڪيشنل ٽريننگ سينٽر ڪشمور جي قيام واري رٿا شامل آهن. پاڻي ۽ بجلي واري شعبي جي جن رٿائن لاءِ ڪابه رقم جاري نه ٿي آهي. انهن ۾ سنڌ ۾ شاخن ۽ واهن کي پڪو ۽ سڌو ڪرڻ واري رٿا. نارا ڪئنال رتو ڪئنال ۽ جمڙائو ڪئنال جي ڪمزور ڍانچي کي پڪو ڪرڻ، ايل بي او ڊي ۽ ڪي پي او ڊي جي بحالي واري ڪم ۽ چوٽياري واري علائقي مان کارو پاڻي ڪڍڻ لاءِ 100 ٽيوب ويل لڳائڻ واري رٿا شامل آهي. آبادي
جي ڀلائي واري شعبي جي رٿا پاپوليشن ويلفيئر ٽريننگ انسٽيٽيوٽ ڪراچي لاءِ آفيس ۽ هاسٽل جي تعمير واري رٿا لاءِ به ڪا رقم جاري نه ڪئي وئي آهي. ڪاوش پاران رابطو ڪرڻ تي سنڌ جي ايڊيشنل چيف سيڪريٽري ترقيات نظر حسين مهر چيو ته گڏجاڻي ۾ وفاقي سرڪار پاران رٿائن لاءِ گهربل فنڊ جاري نه ڪرڻ تي ڳڻتي ظاهر ڪئي وئي ۽ فيصلو ڪيو ويو ته ان ڏس ۾ سنڌ سرڪار وفاقي سرڪار سان لهه وچڙ ۾ ايندي.
Squeeze on Sindh’s revenue share

An unexplained shortfall of more than Rs9 billion in release of budgeted federal tax assignments and straight transfers from levies on oil and gas during the first half of fiscal 2008-09 is putting a question mark on Sindh’s social security and poverty alleviation programmes.
Adding further to the worries of provincial planners is the simultaneous radical cut in more than Rs8 billion programme for the federally-sponsored development projects. Hardly 25 per cent funds at Rs2 billion have been released. This is bound to delay the completion of projects.
Sindh’s social uplift programmes under implementation include: land distribution among the landless with financial support for farm inputs, stipend and technical training programme for unemployed educated youth, rural insurance cover, homes for the poor, cash doles, training for poorest of poor in Shikarpur and Kashmore, re-opening of more than 3,000 closed schools and the extension of healthcare services to far-flung areas.
A proportionate share of Rs71.6 billion was estimated for Sindh from Islamabad in the first half of 2008-09. Under the National Finance Commission (NFC) formula, the province’s share from federal taxes was Rs51.2 billion. “Only a sum of Rs42.6 billion was released from Islamabad which is 16.9 per cent less’’, disclosed a well-placed source. The federal government released about Rs700 million less than the projected sum of Rs20.4 billion on account of various
levies on oil and gas in six months ending December. Gas development surcharge (GDS), a vital component of these levies, shows a constant decline. In the year 2006-07, the federal government provided Rs24.27 billion but reduced the sum to Rs12.26 billion in 2007-08. In the current fiscal year, the federal government indicated an amount Rs11 billion.
Officials and politicians in the province are obviously not happy over this fall in Sindh’s share of GDS. But they have no explanation as it is federal government that fixes the well head gas cost and works out consumer price after adjustment of transmission and distribution cost.
“Sindh now supplies almost 75 per cent of country’s total gas supply but gets a very small share ‘’, a source confided. He attributed this anomaly to the system set in place by the government for fixing cost and sale price. Politicians are now considering to seek representation of all the four provinces in the Oil and Gas Regulatory Authority (OGRA). The PPP however wants to keep a low profile on this issue as it does not want to generate political heat for obvious reasons.
More than one dozen firms including the Oil and Gas Development Company are involved in oil and gas exploration and drilling. Under agreements with the authorities, each one of them implements a social welfare programme. There is also a provision of bonus on achieving a certain level of production. The amount is released within one month and is utilised for improving infrastructure of the area.
In the last 12 years, Sindh is said to have detected that such production bonuses of over Rs3 billion were never released by Islamabad. Sources disclosed that Sindh’s chief minister wrote a letter to the prime minister on the issue late last year. “Sindh government was advised to seek reconciliation of production figures with the federal petroleum ministry’’, a source confided. “This is primarily an issue between the federal finance and petroleum ministry,’’ the source added.
No province including Punjab, seems to be happy with the way the federal government officials handle these affairs and there is a growing consensus that the over-centralisation in financial and administrative decision-making has hampered development, resulting in the rising demands for devolution.
Yet another example of how the federal officials bungle the issues is the complication in forming a new NFC after the induction of the coalition governments. In June last, the elected representatives of all four provinces assembled in Lahore to demand immediate restoration of sales tax on services to the provinces which can be made operative through a simple official notification. That has not happened.
The provinces also want to take responsibility for all inter-provincial development schemes rather than allowing federal government to delay their programmes on one excuse or the other. In Sindh, more than Rs80 billion federal-funded projects are not moving at a steady pace because of delay in release of funds. Even funds allocated in the budget passed by the National Assembly on the basis of which each of four provinces had prepared its respective budget, were not released.
Sources fear that an unexplained cut in budgetary allocations so far may become much more pronounced during January to June 2009. This may upset the implementation of its Rs55 billion annual development programme. Fresh recruitment, spiraling inflationary cost and depreciation of rupee has impacted Sindh’s current expenditure budget. A more than a million tons of wheat procurement programme is another capital intensive exercise that has to be taken up in a few weeks.
“Despite a shortfall of over Rs9 billion in release of funds in last six months, Sindh is comfortable’’ replied a senior official remaining non-committal when asked how would the ambitious social security and poverty alleviation programmes be taken up when there seems to be very little chance of Islamabad meeting this shortfall in next half of this fiscal.
