How to Setup Tax Calculation / Billing Method!?

Hello in the Forum Board i also leave a message i must dooing
following things!
1. Setup Tax for Switzerland Named: MWST. Perc. 7.6 Short Name: CH
TaxCalculator::set_for_country("NZ", 0.125, "GST", "exclusive");
these not working
2. Setup a new Billing Method I named "WithBill.php" how to setup
these
1. Copy ChequePayment.php to WithBill.php
2. Change Fieldnames
...? can you help me???
