Is this when you're inserting a video from youtube/vimeo?
It seems you need to install http://nz.php.net/manual/en/book.curl.php

Devs - is this requirement checked in the PHP installer and a warning/error
presented if not detected?

cannot publish file.

Maybe i'm damp or what ever but i don't know what to do with this link

You have to install the curl library to you dev environment. Are you using
one of the AMP stack packages?
