We use a check in/out system. All of our iPads, in addition to the engraving have an institutional inventory number attached. We use Red Beam Check In/Out software with a barcode scanner. In the event that someone were to try and remove the inventory #, the system still has the inventory # tied to the SN. We have a locked room with locked cabinets where the iPads are housed. When someone needs to check them out, we have a few designated staff who can do so, scanning in the student's ID, the Inventory ID, the room it will be used in, and for how long. We currently do not check out iPads to SI's for an entire semester. They can, however, check out a student set for a class period, and can check one out for their own use for setting up lessons and plans one week at a time. In the software, there is a place to note the purpose (free write, not a dropdown), so we note the intention there.
It only takes 2 minutes from beginning to end to check out an entire class set using the barcode scanner and software. The most time consuming issue is initially setting up the database with all of the information - inventory info, room locations, and then those who can actually use the equipment - faculty, SI's etc.). We do also have the GPS activated on our iPads - like Lowjack so that if an iPad goes missing, we can trace it.
