[Shib-Dev] Change in Shibboleth Status Calls

In order to better serve both the development and user community, we're
retiring the current bi-weekly Monday Shibboleth development/status call
and replacing it with two different calls: 1) A monthly community call,
just announced on the users list[1], and 2) a development call being
held every other Thursday.

This new development call will focus primarily on:
- issues surrounding the actual writing of code
- discussion of plugins/features suggested on the dev mailing list

This call will *not* take the place of the development mailing list. The
primary discussion on new features, proposed extensions, etc. will still
be held on the list. This call is simply a tool for having real-time
discussions when they are needed.

Agendas will come out one week before the call and people can suggest
additions to it. Proposals will either be accepted, postponed to
another meeting, or moved to a different venue (i.e., one of the mailing
lists). Meeting notes will be posted in the Shibboleth wiki.
