Meeting with the Mayor

Tom and I met with Mayor Mark to discuss the Rec Path and several
other topic. Unfortunately no other City employee was there, despite
our request that Bob Kulacz, Bill Mooney and Dean be invited.

1) Millings and City Employees - Despite our earlier meeting with the
Mayor and the promise of Huntington Street millings for the Lane
Street end of the Rec Path, we got no millings. Tom showed Mark Bob
Kulacz memo about the contractor getting the millings. The Mayor was
clearly annoyed and called Engineering to learn that Bob was not in
that day. Mark promised to follow-up. He did agree that Parks and Rec
could get involved with spreading the existing pile of millings after
the mowing season is over. He agreed to inform Dean of this and I will
follow-up with Dean also.

2) Some confusion on the history of sending to the owner the
appraisal to a potential property acquisition, so with Mark's
approval, a copy was mailed to the property owner. I will follow-up
next week.

3) Red Barn for Storage - We spoke earlier to Sandy about using the
red barn at Knells Rock Road and Route 108 for storage. She saw no
problem, but asked us to ask the Mayor. We did and got the go-ahead.
Yesterday two rolls of filter fabric were delivered to my driveway,
each weighing about 200 lbs. The plan is to fix the hinges on the barn
doors and store the fabric there. We will cut the 12' rolls into an 8'
and 4' sections using a chain saw, as Norm Nagy did. We will also
store other materials such as replacement fence rails in the barn
also, but no tools.

4) Contract for Phase I - We explained the story of the Payment and
Performance Bond and the need to add $6,470 to the contract. Like me,
he was appalled and spending that much to insure that 3 vendors and
the employees are paid. He planned to call Tom Welsh to see if the
City can self-insure, which I sincerely doubt. We put the requirement
to add the additional funding requirement on the September 11 Board of
Aldermen meeting. We stated how critical it is to get on with the
project this month. I will follow up with Tom Welsh to see if he has
any other method of avoiding the charge.

5) Conservation Commission Membership - Tom brought up the issue of a
replacement for Harriet on the CC. Funny, Mark thought he had already
appointed Carole and got the file from Cindy - so I think it will
happen soon.

We also reviewed the open space plan, greenway maps and open space
inventory maps. MarkL also asked if we knew of any restrictions on
wiacek against for a conservation purpose, being considered for use as
a school bus depot. BillD - how can you forget that exchange?
