The rules are a work in progress. Here is an overview I wrote before
playtesting it at CLAWS Con (with mods to update it):

18NAC Overview

Map: It covers the continent of North American, including Mexico. The
map is nevertheless about 75% of the size of 18C2C. It's designed to be
a playset capable of supporting multiple scenarios (i.e., we plan to
have Northeast, East, and West scenarios to provide varying game lengths
and enhance replayability). In addition to cities and towns, terrain
features consist of mountains, mountain ridges (like 18US -- thanks
David), rivers (which are on hex boundaries, like mountain ridges), and
commodities (coal fields, cotton, and timber). The city of Chicago is
unusual in that it can accommodate 8 station tokens. Some hexes have
both a city and a town.

Corporations: There are 30 corporations, 5 Mexican companies, 3 Canadian
companies, and up to 17 systems. The 15 eastern companies and Canadian
companies are available at the beginning of the game. In Phase 3, the 15
western corporations and Mexican companies become available.
Corporations can merge into systems (I don't describe the merger process
here). In Phase 4, Canadian companies must merge into the CN, and in
Phase 5, Mexican companies must be merged into the NdM system.

All corporations begin the game as minors with 5 shares. They can be
converted to majors with 10 shares. All systems have 10 shares.

Some western corporations are land grant corporations. The right to form
them must be won at auction like any other western corporation. However,
the auction winner receives the President’s certificate and one
additional share for free (i.e., the player doesn’t need to pay par
value for them). If the player sets the par value of a land grant
corporation at less than $150, the President receives for each initial
share in cash from the Bank the difference between the par value and
$150, i.e., if the par value is set at $100, the player receives $150 in
cash ($50 for each of the three initial shares). This is the Credit
Moblier option.

Canadian and Mexican companies cannot buy trains and don’t issue shares;
they come with a built-in 2 train and operate until their respective
systems are formed.

Subsidiaries: This is the central MacGuffin to the game. Subsidiaries
may only be purchased and owned by corporations. Minor corporations can
own only 1 subsidiary, major corporations can have 3, and systems can
have 8. Each subsidiary provides its corporation with a special ability,
some of which can be used only once. However, a subsidiary can never be
discarded; even if its ability has been used, it takes up a slot in the
corporation’s privates limit. There are 108 subsidiary available, which
are broken into six types. The six types of privates are: (1) track
point (add a track point to the corporation), (2) station token (adds an
additional station token; one time only), (3) named city revenue bonus
(bonus revenue each turn for connecting to a particular city), (4)
locomotive maintenance (retain one train rather than rusting; one time
only), (5) locomotive discount (50% discount on new train; one time
only), and (6) merger price advantage (stock price maintains value even
if you withhold; one time only).

Auctions: This is another new feature (insofar as the type of auction is
concerned). Rights to form the 15 eastern corporations (at the beginning
of the game) and the 15 western corporations (in Phase 3) are sold using
anonymous premium auctions. Players put corporations up for auction in
priority deal order and bid on them anonymously. The bid is a premium
for opening that corporation; par value is set after the corporation is
won and the premium is paid it the Bank. Not all corporations will be
sold at auction due to cash limitations, but they can be formed later in
a stock round as normal.

Track: Players use track points to lay track. Laying track in difficult
terrain costs additional track points rather than cash (hence the value
of track point subsidiaries).

Upgrades: All towns in 18NAC can be upgraded to cities as in 18NEB (a
reason to buy station token subsidiaries).

Trains: Through Phase 5, trains are regular on one side and express on
the other (i.e., 2/1+, 3/2+, etc.). In Phase 6, there are no longer
express trains (no more "pluses"). Also in Phase 6, E (electric) trains
are available. E trains count only cities in their route that have 3 or
more station token spaces (whether used or empty). E trains may not skip
any cities with 3 or more station tokens spaces available, but must skip
cities with less than 3 station token spaces. An electric train doubles
the income generated from its stops. A corporation must own at least 2
track point privates to purchase an E train. The last train available is
a 5D/4E.

Players cannot emergency money raise to buy trains. If a corporation
doesn’t have a train and lacks funds to buy one, it must buy a train by
issuing a single bond for the exact amount of the train. This can be
done only once. If the corporation is again without a train and has an
outstanding bond, the corporation goes bankrupt.

It isn't available outside of the designer's hands as yet. It also
appears to be relatively early in the playtesting/design phase. I
suspect I won't be able to lay my greedy claws on it before next year's
Kublacon.

I seem to be listed as a playtester. I think I played it once at Baycon (UK, not CA) sometime around 2000-2002.

Do you have reason to believe that it will actually be published? The last I heard, Chris Lawson was occasionally puttering around with it, but wasn't doing very much of any 18xx related activity.
