1) SFB: Add Orion and WYN PPD and ESG counters.
2) SFB: Automatic phaser capacitor capacitor usage
3) SFB: Automatically calculate the phaser capacitor at the starting of the game.
4) SFB: Change the life support/shield and fire control to be based on the previous turn
5) SFB: Automatic remove the battery power when unplotted speed change.
6) SFB: Add "Change Strength" to popup menu for Web game piece.
7) FC: Add "Change Strength" to popup menu for Web game piece.
8) FC: Add support for Emergency Deceleration.
9) SFB: Add support for setting the Plasma Expendable via the EA.
10) SFB: Add support for base rotations.
11) Core: Add support for ranking the players.
12) SFB: Fix issue with local counters not being used for "User Defined Units"
13) FC: Fix issue with local counters not being used for "User Defined Units"
14) Core: Switch to the New Server
