1) FC: Fix Federation FF (Fleet) to have a movement cost of 1/8.
2) FC: Announce target on launching seeking weapons.
3) FC: Fix firing of ADD racks.
4) FC: Disable the EA during turn
5) FC: Add a confirmation dialog when the "Commit EA" is pressed.
6) FC: Add Bolt to announcement when bolting plasma.
7) FC: Add ability to cloak
8) FC: Fix the tractor to calculate using the FedCom method.
9) FC: Fix the problem with "Photon Preload" being prompted every
turn.
10) SFB: Andromedan PA Panel Damage Window re-designed.
11) Core: Add Range Rings.
