1) SFB: Fix the problem with some box types disappearing
2) SFB: Fix the default hit types for the Quantum Phasers.
3) FC: Fix the Fighter to have a hit type of Shuttle.
4) FC: Change the HET checkbox to automatically reset after use.
5) FC: Fix the included Tholian PC (Squadron)
6) FC: Fix problem with Base Reactor not included in energy total.
7) FC: Fix issue with Axion Torpedoes being un-usable.
8) FC: Fix issue with ESGs not starting the game with 2 points of
energy.
9) FC: Add Simultaneous Decision Window.
10) FC: Fix H&R Raid to subtract the cost of the transporter.
11) FC: Fix H&R Raid results.
12) FC: Change the auto-labeling of drones and plasma to be ship
specific.
13) FC: Add ability to manually adjust number of marines
14) FC: Fix the tracking of the number of marines.
15) SFB: Add support for specifying non-standard shield costs.

The non-standard shield costs is mainly for the Early Year Romulans.
