I also found another way, after cloning the project, clone the serval-dna
project separately,
then edit the .gitmodules files in the project path. Change the url of the
submodule to be the path of the local serval-dna repo
It worked fine with me

Do you use a HTTP/HTTPS proxy at your uni (did you configure one in your
web-browser)?

If you need one, just execute:
export https_proxy=HOST:PORT
before
git clone …

I haven't tested in a while but the last time I did, I could connect to the
adhoc only sometimes as has been suggested.

I couldn't get it to connect to specific bssid's

I assume that wpa_supplicant supports this, right? Can you confirm?
If this is the case it's easy to add the necessary field to the UI.
Actually there are many config options for IBSS which I have left out...

This is brilliant news, the only thing stopping us from connecting to our
ad-hoc mesh @[link] is the ability to connect
to a specific bssid.

Yes, that's probably the case. I also have access to a Nexus 7 to test, but
I suspect your right. Looks like Samsung removed the facility from the
Nexus 10. Rather annoying that the rather basic $100 device works ok and
the delux ones don't.
The access point is itself setup however, and you can "connect" to it. I

Ah yes, Nexus tablets... I did once see similar behaviour on a Nexus 7
tablet.

Since it's a tablet with no cellular connection, and hence no internet
access to share, google/ASUS decided to remove the personal hotspot
settings and the dhcp server. Even though the API still exists to control
it, and using it doesn't return any errors we can catch.

When you turn on Access Point mode, we simply configure android's built in
"Personal Wi-Fi hotspot" and turn it on.
None of the IP address settings or Wi-Fi channel settings can be modified
in androids configuration.

The Serval project looks very interesting, but unfortunately I have been
unable to make it work.
I've tried it on a Nexus 10 (V4.2) as well as a el-cheapo $80 tablet with
Ver 4.1.1.
I'm setting the Wi-Fi mode to "access point", setting an SSID "Mesh3" and
