I am a total noob to sql and I'm wondering if it is at all possible to
create databases and tables without logging on to a server. I trying
to practice for school when I am home and can't figure out how to
logon to the stupid server.

Yes, you can install a MySQL server on your own Mac. The easiest way to do this is using MAMP.
