As others have noted, a tooltip can be made with a div and z-order.
Therefore I think that "WontFix" is fine.

Either email addresses are anonymous for this group or you need the view member email addresses permission to view the original message
I've to perform the same actions for my test case.
But, I'm not sure how I can exactly make sure if the text is displayed
after keeping the mouse on the tooltip.
Anyone who has any idea about this?
