"This document has been deleted" Why?

Recently, i uploaded a 5mb PDF from a municipality. It is 5,38mb, with
some pictures and containing a plan of a new streetview. When i upload
it, i get the message "This document has been deleted". There's no
reason mentioned, i don't get a mail or anything. Just deleted.
Does anybody have a clue why a document should be deleted? I can't
find any copyrights in the document. The document has a lot of
pictures in it.

Strange ...
I can use the Drupal API iPaper to upload the same PDF to scribd. When
i go to Scribd, the error message "Security failure - This is a secure
document but was embedded without security parameters" appears.
