double scroll bars on "View Source" if browser not big enough

First off I'll state, I'm not a "maximised window" person, my
preference is to have my desktop windows arranged at various sizes
appropriate for the job.

I was just now trying to view a bit of source code via the "View
Source" button on one of my scrapers. There is a vertical scroll bar
but its size indicates that it is showing almost all of the code.
Lines 1-23 are visible and scrolling this brings up line 24 - and a
second horizontal scrollbar!.

Likewise, there's also a horizontal scrollbar. Scrolling it brings in
to view a second vertical scrollbar. THIS is the one that enables me
to see all of the code.

Something not quite right with the CSS there. This is on Windows 7,
Firefox 11.0.
