Yes. It is same, so this property is subproperty of tags:name.
I intend to follow the http://tagcommons.org/wiki/Tag_Data_Conceptualization.

Yes. I have to add this in the spec.

I can write how to connect between MOAT and SCOT when I write a document for
use cases and core vocabularies of SCOT.
