Thanks, that's what I thought, and what makes sense to me.

But for now it's not working that way on either of the machines I've
tried it on.  If no one else is having this problem, then I suppose I
could either get used to keeping properties files in my user directory
or stick with an old version of SciTE.  (I'm very good at the latter.)
