Almost :) Now the documentation is available
(http://docs.scipy.org/doc/scipy-0.10.0/reference/), but there is still no link
on the front page (http://docs.scipy.org/doc/).

Also that should be there (worksforme), you'll need to force the browser
to refresh :)

Maybe he missed it because it's up in the middle of all the NumPy documentation instead of with all the other SciPy docs?
