That would assume launching for polar orbit and skimming across
part of the US, the goal would seem more of putting up targets to
shoot at. If from Canada the West Coast near the Alaska highway
would be better but again this would be for a polar orbit.
Northern Australia would be a likely place for the needed power and
level of technical support required. It's not quite on the equator but
much easier than trying to bring everything to Northern Brazil or any
remote island. North of Cooktown perhaps.
