if the Russia-USA relationship will change, it can!

also, "replace the Orion" could means that it will be the next lunar
missions vehicle BEFORE the Orion, so, the Orion will become useless
(as it will surely become for ISS missions if, before its first launch
in 2016, a manned COTS capsule will succeed... why spend more if COTS
will accomplish the mission for a fraction of Orion?)

If it ever goes from pretty pictures to actual hardware. The last few
hundred Russian game changers (Kliper, anyone?) didn't. Only an idiot
would believe this one will. Especially now that Europe is worried
about Soviet, er, Russian expansionism and sabre-rattling again.
Forget about ESA picking up some of the tab.
