  If NASA astronauts are aboard, then it should be NASA who decides if &lt;br&gt; it&#39;s safe enough for a NASA crew to fly. Others may prefer the FAA, &lt;br&gt; but you can bet Congress will insist on NASA safety reviews and &lt;br&gt; oversight if carrying NASA astronauts. Besides, how much spaceflight &lt;br&gt; experience does the FAA have compared to NASA?

  It is apparent you&#39;re not acquainted with rocket science. Getting through &lt;br&gt; the &amp;quot;dense lower atmosphere&amp;quot; is no big deal. Von Braun did that with an &lt;br&gt; single stage alcohol fueled rocket 65 years ago. &lt;br&gt; The problem is getting up to orbital velocity.

  the hardest part is having enough fuel onboard to get you thru the &lt;br&gt; dense lower atmosphere.those large tanks weigh more. &lt;br&gt; with a aircraft first stage that part is taken care of by a mature &lt;br&gt; well understood technology, and since in air refueling to release &lt;br&gt; altitude would be used lots of unnecessary mass wouldnt need lifited

  Why do people think that launching from 50,000 feet will help somehow? &lt;br&gt; Going into orbit is not a matter of going high, it&#39;s a matter of going &lt;br&gt; _fast_. Launching from 50,000 feet or from sea level you still need to &lt;br&gt; impart 18,000 miles an hour of delta-v. That&#39;s the hard part.
