Hello
How can the specular reflection of visible light off the surface of a
polished dielectric best be described?
Can we do a good job with classical electromagnetism or do we need QED?
Is this type of reflection intrinsically different from diffuse reflection
or is it all to do with coherence?

This is covered quite adequately by classical EM and optics. I would suggest studying Jackson Electrodynamics for EM or Jenkins and White "Fundamentals of Optics" to learn more about the theory.
