No, it means electromotive force. This is the electric potential, and it
does ot generate a magnetic force by itself. EMF is measured in Volts,
and is commonly supplied by batteries or a.c. mains.
A source of EMF can be applied to a conductor, and the resulting current
will produce a magnetic field, but this is generated by the current, not
the EMF itself.
The meanings of words DO matter, especially in a communication medium
like this. It is important to get them right. But the underlying
concepts are more important still.

that EMF is never used for the magnetic force.
In addition to the quotation you supplied:
Horowitz and Hill, _The Art of Electronics_, p. 2: "Voltage is
also called potential difference or electromotive force (EMF)."
Reitz, Milford, and Christy, _Foundations of Electromagnetic
Theory_, p. 147: "The applied voltage is usually called an
electromagnetic force (emf) ... ." They, however, use the term
differently: on p. 234 they define it as the line integral around
the circuit of E dot dl.
Now you provide some quotation that support your view.

Electromotive simply means ElectroMOTIOM Force. There are only two
that are related to Electro meaning related to the charge wich are the
ELECTO.MAGNETIC FIELD = ELECTRO....MAGNETIC FORCE.
Fields are FORCES (multiple force lines (field lines)).
Thus there is two types of EMF: the electric and magnetic force.
For electric they 99.9% of the time call it voltage
thus when they speak of EMF it is mostly related to the magnetic
force.

I repeated to him that a Lorentz scalar is something that remains
invariant. Just because MASS is BOTH variant and invariant does not
mean it's not a Lorentz scalar. Likewise for Temperature.
