The original question was whether momentum was defined or not,
not how it works.
If you can't accept that that the current idea and definition of
motion differs from the notion and definition of momentum differ,
then there is not much more to discuss.

There are a number of mass-related concepts, that mysteriously are all
equivalent and we call whatever-it-is that causes/is these "mass".
That's pretty much the definition of kinetic energy.
Things at rest can have energy .. as mass and energy are equivalent.
That's just a slogan .. not any sort of law
