even after not a deep study of it
let me try:

according to my nucler and Atomic model

xenon is a very symetric Atom and nuc
its electric charge is neutralised
now
it has quite a long body
on which the NAPAN neutrons can stick on
you can see the NAPAN neutrons in my
abstarct
(it is neutrons that are attached
not to the poles of the Nuc
but perpendiculat to its axial length)

so there are ther 18 potential places
for neutron attachments
and 18 additional neutrons is a lot for such an Atom

(beside the other ones in other location
positions -
-parallel to the longitudinal axis )

and i guess that this in addition
with the fact that electric charge
is not disturbing
you get the above result!
