The US patent office maintains a searchable data bas of patents at,
http://www.uspto.gov/

Searching for patent application, # 20080142717 turns up the following,

METHOD AND APPARATUS FOR GENERATING NUCLEAR FUSION USING CRYSTALLINE
MATERIALS

Abstract

Gently heating a pyroelectric crystal in a deuterated atmosphere can
generate fusion under desktop conditions. The electrostatic field of the
crystal is used to generate and accelerate a deuteron beam (>100 keV and >4
nA), which, upon striking a deuterated target, produces a neutron flux over
400 times the background level. The presence of neutrons within the target
is confirmed by pulse shape analysis and proton recoil spectroscopy. Several
elements of the system may be modified, including the configuration of the
crystal or crystals, the composition of the surrounding environment and the
target, the use of multiple probe tips, and the composition of the probe
tip.

Anybody can *apply* for a patent. Why don't you have a gander at
*granted patent* #3934964. The inventor calls it a "Gravity-Actuated Fluid
Displacement Power Generator," but it is in fact a perpetual motion machine.
Good luck building that one.

Usually the inventors apply for a patent. In this case Jabon, Fedorovich and
Samsonenko did not apply for a patent, so this provided Naranjo, Gimzewski
and Putterman an opportunity to apply for a patent on DD fusion induced
within a suitably prepared crystal of lithium tantalate. In the event the
patent is granted and in the event that the Regents of The University of
California profit from commercialization, there is the possibility for a
patent challenge by Jabon, Fedorovich and Samsonenko. 70% of all granted
patents are found to be invalid in court challenged. In the event that this
patent goes to litigation, will you be called as an expert witness to
testify that the patent is invalid because the invention does not work? On
what basis will you defend your expertise?

Since you deleted the part of my post where I gave an example of a
*granted* patent for a perpetual motion device, it is not clear to
me whether you missed the point, or if you are ignoring it deliberately.

Why would I be?

Now Doc... are YOU being a pain in the neck
elsewhere than misc.health.alternative ??

"Impedes scientific communication with his too oft-silliness".

The University of California systemwide offices, known as the UC Office
of the President (UCOP), have been located in Oakland for more than 20 years.

Check out:

http://www.universityofcalifornia.edu/regents/welcome.html

The Regents are a governing board and consists of people who live throughout
the state. Their mailing address is on the above web site, and it is in Oakland.
