My paper "Experiments concerning electrodynamics nonlocality" [1]
confirms reality of the electrodynamics spin tensor, which is denied
by the scientific community. So a conflict of interest exists because
members of the community are interested in a conservation of status
quo delusions.
To avoid this conflict, Professor Cho Editor in Chief International
Journal of Optomechatronics rejected this paper without reviewing. He
wrote:
"The reason is that your paper do not contain detailed long physical
explanation of"
My answer was:
"Dear Professor Cho:
Your message seems to be an evasion. I am sorry to assume that the
refusal to review the paper has another reason."

Dr. Vladimir M. Agranovich Editor Physics Letters A, after Professor
Cho, rejected the paper "Experiments concerning electrodynamics
nonlocality" [1] without reviewing. He feels that the manuscript does
not contain NEW PHYSICAL RESULTS, which could be interesting for a
wide audience of readers. And he did not comment quoted reviewers'
opinions about my papers on the topic:

"The paper attempts to clarify and correct some questions in one of
the 4 or so century-old controversies in classical electrodynamics,
perhaps the major one of interest in modern optics.
The paper is on a topic where the literature is literately riddled
with error, confusion, and dispute. The topic is of interest in
practical issues in optical micromanipulation and of theoretical
interest in the foundations of field theory and classical
electrodynamics."
"The result, dealing with matters at the heart of the rather confused
matter of electromagnetic angular momentum, is interesting and merits
publication."
