*The CIA concentrated more and more of its depleted resources on
terrorism, and especially on al-Qaeda. "By 9/11", said then CIA chief
George Tenet, "these collection programs and human networks were in
place in such numbers as to nearly cover Afghanistan" (al-Qaeda's
liar). But they were unable to penetrate Bin Ladin's inner circle.
*In 2001 the gophers in the Agency were pressing for an armed version
of the Predator drone to take out Bin Ladin and other al-Qaeda leaders
in Afghanistan. *Just one week* before 9/11, on Sept. 4, 2001, they
decided that the missiles weren't ready -- and instead reinstated
reconnaissance Predators.
*In Dec. 2000 DCI George Tenet recognized the deficiency of strategic
analysis against al-Qaeda and decided to set up a strategic
assessments branch "to digest vast quantities of information and
develop targeting strategies". But (still chronically-underfunded)
the CIA struggled to find staff for it. The chief finally took up his
job **on Sept. 10, 2001**.
If both the Clinton and Bush administrations (before 9/11) had had
more concern for the safety of the American people than their
wallets, this tragic business might have turned out very
differently.
The points are neatly evoked (with others) here:

Tell me, what is the major threat to the United States at this moment
in 2007? Want to make a bet you are wrong? Can you convince anyone who
can do anything about your perception? Hindsight is fine, better
perception is better.
Well, heck, I guess it's those Saudi Qaeda faggots. This is where 15
of the 19 9/11 terrorists came from, and the whole sickening kingdom
is riddled with Islamic fanaticism. Side the Iranians, they're the
biggest threat facing the Free World now.
Can't understand why we didn't hit them in the first place.
Oil, and Saudi is a bigger threat than Iran. Shiias are 20%, Sunnis
80% of Islam. Iran has a faltering economy, we shut off their supply
of gasoline and the place goes up in smoke in five days. Assume
anything this administration tries to do is wrong.
