The state of Connecticut is looking for ways to save money and it's
latest one is a simple no-brainer. The state Post Employment Benefits
Commission, created last February took a look at the hole the state
retirement plan puts in the state budget and is recommending that the
retirement age for all new state employees be raised from 65 to 67.

That certainly makes sense, and it's something that is being done with
Social Security. Remember, when Social Security was created, most of
its recipients only lived a few years beyond that number. As they say,
80 is the new 60.

Full retirement age (also called "normal retirement age") had been 65
for many years. However, beginning with people born in 1938 or later,
that age gradually increases until it reaches 67 for people born after
1959.

It is no secret that the state pension fund had $19.2 billion in
obligations with just under $10 billion in the kitty. That's about 52
percent of its liability, but actuaries say a funding ratio of about
80 percent is what's needed.

We're not the only state considering this course -- at least 10 states
have passed laws to keep employees on the job longer. Perhaps the
solution is too simple -- and practical -- to be accepted by many.

Gov. M. Jodi Rell has taken another approach to cutting state expenses
-- her proposal to allow state employees to take unpaid time off
continues to save money for the taxpayers. In the last fiscal year
that ended June 30, she says the state saved $4,477,867.

That was accomplished by employees voluntarily taking off 129,973
hours.

The governor also ordered three mandatory unpaid furlough days
negotiated by the governor in dealing with the State Employee
Bargaining Agent Coalition representing unionized state employees.

You can't help wondering, if the state continued to function despite
the mandatory and voluntary days off, does the payroll contain more
workers than needed?

Through it all, the state wound up with a modest surplus -- $383
million -- because of budget cuts a very slight improvement in the
economy. The surplus will be used to reduce the amount of borrowing
needed for fiscal 2011. That would be $702.8 million, less than 55
percent of the original $1.291 billion budget passed by the General
Assembly. That budget took effect without the governor signing it.
