WASHINGTON--(EON: Enhanced Online News)--AIDS Healthcare Foundation
(AHF) today called on Michel Kazatchkine, Executive Director of the
Global Fund for AIDS, Tuberculosis and Malaria, to step down as head
of the international organization which provides funding to poorer
countries that do not have the financial or political ability to
combat diseases such as AIDS and malaria. AHF made the call in the
wake of the release earlier this week of the report of the ‘High-Level
Independent Review Panel on Fiduciary Controls and Oversight
Mechanisms of the Global Fund,’ which detailed many current
shortcomings in the Fund’s monetary and program management and
suggests numerous reforms to allow it to “sustain its important role”
in improving global health. AHF enthusiastically endorsed the proposed
reforms, and called on Kazatchkine to step down to ensure that the
proposed reforms occur.

The Global Fund is one of the world’s leading funders of medical
programs for less developed countries which may not have the resources
or ability to provide care for their people. The $21.7 billion Fund
relies on the donations of many developed countries, such as the
United States, United Kingdom, France, Germany, Japan, Spain and
Sweden for the money to fund these services.

Due to reports of waste, fraud, and corruption of Global Fund funded
programs in Mali, Mauritania, and Zimbabwe, which lead to countries
such as Germany, Sweden and Denmark withholding their contributions,
the Fund initiated a review of its financial and management processes.
The reviewing panel, led by former U.S. Health and Human Services
Secretary Michael Leavitt and former Botswana President Festus Mogae,
released its 152-page report on Monday.

“The picture painted by the panel’s findings depict a Global Fund that
desperately needs to reform its management and financial structures to
ensure that money given to the Fund will be well-spent, and to restore
donor confidence,” said Michael Weinstein, President of AIDS
Healthcare Foundation (AHF). AHF provides care and treatment to over
182,000 people with HIV/AIDS worldwide, at its medical clinics in 26
countries. “Especially during this time of economic uncertainty, many
countries are looking for excuses to scale back humanitarian spending.
A reduction in contributions because of a mismanaged Global Fund will
harm millions of people. Unfortunately, it is our experience that the
present leadership of the Fund does not have the credibility to make
the panel’s recommendations a reality, and restore confidence about
the Fund. Therefore, we call on the Board’s Executive Director, Michel
Kazatchkine, to step down so that these reforms may begin in earnest.”

Among the findings and recommendations of the panel:

* “The Panel is concerned by its discovery of an erosion of
confidence in the EMT throughout the Global Fund.”
* The Secretariat has not classified or segregated its grant
portfolio based upon risk, and therefore cannot match funding levels
or the allocation of its own staffing to a risk-based strategy. The
best managers have not been matched with the highest-risk, most-
complicated countries.
* The Panel has found the Secretariat has not been proactively
monitoring emerging risks to a sufficient degree, especially at the
country level; the organization has established no mechanism to do any
systematic environmental scanning by country to identify threats.
* The Panel has found unwillingness among some in the [senior
leadership], including among senior figures, to accept fully the
mandate and role of the [Office of Inspector General, the watchdog/
audit department of the Global Fund] as a crucial part of the Global
Fund’s structure.
