Education Chief Needs To Teach Us

More than a decade ago, Connecticut's reading and math scores were
among the
highest in the country. Not anymore.

Things have gotten so dire in reading that a first-ever reading summit
attracted
400 educators to Waterbury last year. Meanwhile, state business
leaders have warned
the new state education commissioner, Mark K. McQuillan, that if math
and science
skills among job applicants don't improve, it will debilitate the
state's
economy.

By now we know of Connecticut's distinction of having the widest
achievement
gap in the country between white students and their black and brown
peers. But what
is not as commonly known is that state test scores overall have not
improved since
2002, according to the state Department of Education.

That problem is compounded by the state's demographics, which show a
state dominated
by an aging population. The emerging populations are immigrants. The
bulk of the
state's workforce will soon come from Connecticut's cities. Yes, the
same
cities that are lagging on those test scores.

McQuillan has an enormous task ahead of him. Connecticut has fallen
behind across
the board in public education, when once it was considered the
country's pace
setter. The state was recording and monitoring student achievement
among its younger
learners with the Connecticut Mastery Test nine years before No Child
Left Behind.

A progress report released this week by Achieve Inc. notes that
Connecticut is among
a small number of states that have not attained any of the benchmarks
it recommended
for improving the high school curriculum by 2009. Achieve is a
bipartisan nonprofit
created by America's governors to improve student achievement and
prepare high
school graduates for college and the workforce.

Most of the benchmarks center on realigning the high school curriculum
to meet the
expectations of 21st century colleges and employers. McQuillan's
office says
an increasing number of the state's high school graduates are
requiring remedial
work in college.

"I think [Achieve is] a very honest assessment of where we are in
Connecticut,"
said Alex Johnston, executive director of the Connecticut Coalition
for Achievement
Now, a statewide education-excellence organization. Johnston applauds
McQuillan
for proposing high school reforms and has attended a few of his
informational meetings.

"He's facing a major challenge in communicating to people why it is
that
we need this change," Johnston said. "A lot of people are saying, 'Why
are we starting at the high school?'"

It's a question I raised in December. While McQuillan focuses on the
high schools,
there's nary a mention of what will happen from pre-kindergarten to
the middle
school grades. If he could give a broader outline of the proposals
planned there,
he might find more receptive audiences.

By 2011-2012, the commissioner wants to tighten the criteria needed to
graduate
from high school. That means today's middle schoolers would be the
first wave
to navigate the changes -- mandatory requirements, such as passing end-
of-course
exams and learning a language, among other criteria, before
graduating. As it stands,
tighter standards at the high schools will mostly be punitive to the
urban schools
already behind.

If I'm the commish, I flip the script when hosting those meetings.
Bring in
the early-childhood and middle-school experts to talk up their plans
to revise the
curriculum.

Then close the show with how it culminates at the high schools.
