Since I already GAVE duh DCF all this information a year ago
in this:
http://www.actionlyme.com/RHODE_ISLAND.htm
(which duh DCF said was meaningless because *I* wrote it,
but anyone with a brain in their head will see that a collection
of scientific abstracts is hardly my authorship).

The second half is a partial section of CNS disease rule-outs, to
the extent, as Brian Fallon has pointed out, that we can find any
NORMALS (0,0,0)

The APA Guidelines...
http://www.psych.org/clin_res/pg_delirium.cfm

... STATE that the Delirium is to be treated first. That means all
Psychiatrists
have to do a Lyme Rule-Out, since Lyme has been defined as the Great
New
Imitator (by Andrew Pachner, after examining Yale Psych Klink
patients),
***and then treat the Lyme with CEFTRIAXONE***, since that is the
Guideline written by Ray Dattwyler, who said, in 1989, We don't know
the
treatment endpoint.

How to do a Lyme Rule Out: Use the 1993 Yale Patented detection
method.
YALE PATENTED METHODS FOR DETECTION OF NEUROBORRELIOSIS-->
Anti-Specific Flagellin US Patent Number 5,618,533
"Flagellin-based polypeptides for the diagnosis of lyme disease"
Patent Application Date: December 10, 1993,

Assess outcomes via the parameters in the TBDs Management Plan...

...To the extent that we know what NORMAL is, especially in CT. NEVER
use a DCF employee as a NORMAL. That ought to be a standard for
future
reference, but I will inform the NIMH about duh DCF's abundant
psychopathology
via their BEHAVIOR, which is criminal. I don't have access to duh
DCF's objective
CNS status, but I will make that recommendation to the Sirry Committee
for
New DCF Policy--> Give them all brain SPECT scans to check for
perfusion-related
dementia, MRI to check for brain volume (have a minumum requirement)
and
morphological abnormalities limitations, and do a Lyme/TBDs/Cytokines
Rule out...

I recommend this be a requirement also for candidates for Governor,
since
our current one has demonstrated quite the abundant pathological
behavior.

"Finally, following Aristotle, we must recognize that the practical,
individual-directed nature of psychiatric practice
renders psychiatry an inexact science. It is as inexact as people are
different. As practical knowledge, this inexactness
is not a defect that can be overcome with more progress in the field."

More Porgress in the field:

Only of course, when Psychiatry is forced to admit it is not
a science, and Psychiatrists are recertified in actual medicine
and not this nonsense about Aristotle, and Phillips' perseveration
on thinking about thought. ( Don't try Phillips on a bad Lyme
headache,
you might end up with LymeRage.)

There's clearly a bigger epidemic of Lyme, than there is of
anything else in this country. And so what is the value of
having a pinheaded Psychiatrist, who suggests throwing out
the DSM, throw it at the very Autistic Lyme activist/Pharmaceutical
Chemist who filed the Lyme RICO fraud, and DEMONSTRATED
that Yale did not have a valid pharmaceutical product to the FDA,
and call himself a Forensic Psychiatrist?

You see, Phillips clearly has ZERO expertise in any of the three Axes
because he not only retraumatized me, and the Lyme patients
with all his lies to duh DCF [Phillips: Lyme is not a brain disease
and Lyme Rage is a term I made up myself, when he KNEW I
attended the Axe-Boy LymeRage trial in New Haven, and worked
on the LymeRage poster (quinolinic acid as an excitotoxin),
and that BLUMENTHAL showed up at one of my talks, where
I POSTED this LymeRage poster], BUT ALSO MY THREE KIDS,
by lying to duh DCF.

Pretty Astoundingly complete anihilation of the validity
of Psychiatry, and I am GLAD it happened, such that
others avoid this "medical practice" altogether.

Not to mention my so-called Marriage and Family Therapist
SISTER, who ATTENDED the LDF Conference, in which I put
up the LymeRage poster, and EVERYONE WHO IS ANYBODY
in Lyme Land, saw her (2001 LD Conf Farmington), and who
tried to have me committed over her lies, once she found
out I was looking for a lawfirm to take this RICO/Class Action.

She never mentioned the Lyme to duh DCF. She just told
them I was bipolar, when she knew that was the number one
thing Lyme is mistaken for. (Or intermittant Explosive disorder
Per Brian Fallon:
http://www.actionlyme.com/Fallon.htm

What I *HOPE* is that all criminals interviewed by Phillips in
the State of CT, since he is a Forensic Psychiatrist, are retried,
since he demonstrated what an outrageous liar he is, and knows
NOTHING about real brain states (Organic, Traumatic, Genetic).

Barbara, Every single agency in the State, including this one,
including
the DSS, the DCF (three times, starting in 1996), the DMHAS, and
Governor Rowland
himseld,
Every single non-profit, Habitats for Humanities and Catholic Family
charities
ALL denied helping me, I have the denial letter from the DSS... I
called INFOLINE
I called EVERYWHERE.

*** No help, because Lyme not recognized as a disability*** The DCF
is retarded beyond
measure and so clearly an abuse agency, that they no longer can govern
themselves
and neither can Rowland, Thank God,...

You will remember we were talking about a class action against the
State. I was lookibg
for an attorney to take this RICO case or a class action also against
Yale, since we know
they are behind this spin. I had the pleasure myself, of Robert
Schoen abusing me and
my fetus. And that was *FINE* with the State of CT, Medical Licensing
Board.

Essentially, duh DCF is charging me with not being a successful enough
Lyme activist.

I called Congressman Simmons' office today and let them know about
what happened
with the Stonington Police and the DCF's false allegations of murder
threats, since he
is from Stonington.

FWIW.

The best hope we call have is this RICO case, because there is *NO*
talking to duh DCF.

AAG TOM RYAN HIMSELF, referred me to this agency, OPAPD. INFOLINE
referred me everywhere
else. Maybe I am eligible now, for assistance, because Duh DCF says I
have a substance
abuse problem, criminal history, and intend to murder everyone (which
I demonstrated to
the Police from duh DCF's notes). 'Don't know, maybe we have to wait
for duh DCF's next
update, such that it will increase my eligibility. Can't wait to find
out what I have been up to.

I *WILL* report the DCF's mental status to the National Institutes of
Mental Health.
And do an eval on the evaluator, and report that also to her Board,
the NIMH, the
DHMAS, and the Licensing Board. I think I already demonstrated to
this group
that no Psych disorder exists scientifically outside the Traumatic,
Genetic, and Organic
Axes.
The problem is, where is (0,0,0)? Phillips already defined the status
if (0,0,0)
as being non-existent, and for that reason, throw out the DSM, and
just care for
the patient. What a laugh.
(NO STANDARD, therefore no predictive potential). It's quite like not
being
able to judge someone because they haven't lived their life. It's
quite like playing
God. I've said that before. Psychiatry is a bigger fraud than Lyme.

As I said to the Police, WHAT is the predictive value of ANY Psych
Diagnosis (they
were horrified at the BORDERLINE diagnosis but Officer Jim Daly had
already seen
my Psych Eval, and he mentioned that)?

AND AS I SAID: There are only 3 axes of mental compromise, and HERE
is the
end of Forensic Psychiatry, using diagnoses as sledgehammers, since
there *IS*
nothing other than Organic, Genetic, or Traumatic. There is NO
SCIENTIFICALLY
PROVEN STATE, OTHER physiological brain states, and these DSM
diagnoses have *NO*
PREDICTIVE VALUE, and should not be used in a Forensic way. They CAN
NOT
be used as social predictive tools, for the PRIMARY reason, that these
Psychiatrists
haven't figured out anything REAL, and Phillips spends all his time
either in outer space
or in the past, putting *NO* effort into discovering how he can HELP
people, but rather,
HOW PSYCHIATRIC IS PSYCHIATRIC? And he would know best, since there
is no
other framework besides self, and he makes that argument himself. If
ya can't help,
SHUT UP. PERIOD.

Am J Psychiatry. 2003 Nov;160(11):2018-24.

The relationship of borderline personality disorder to
posttraumatic stress disorder and traumatic events.

Golier JA, Yehuda R, Bierer LM, Mitropoulou V, New AS, Schmeidler
J, Silverman JM, Siever LJ.

OBJECTIVE: The authors examined the relationship of borderline
personality disorder to posttraumatic stress disorder
(PTSD) with respect to the role of trauma and its timing. METHOD: The
Trauma History Questionnaire and the PTSD module of
the Structured Clinical Interview for DSM-III-R were administered to
180 male and female outpatients with a diagnosis of
one or more DSM-III-R personality disorders. Path analysis was used to
evaluate the relationship between borderline
personality disorder and PTSD. RESULTS: High rates of early and
lifetime trauma were found for the subject group as a
whole. Compared to subjects without borderline personality disorder,
subjects with borderline personality disorder had
significantly higher rates of childhood/adolescent physical abuse
(52.8% versus 34.3%) and were twice as likely to develop
PTSD. In the path analysis of the relationship between borderline
personality disorder and PTSD, none of the different
types of paths (direct path, i!
ndirect paths through adulthood traumas, paths sharing the antecedent
of childhood abuse) was significant. The
associations with both trauma and PTSD were not unique to borderline
personality disorder; paranoid personality disorder
subjects had an even higher rate of comorbid PTSD than subjects
without paranoid personality disorder, as well as elevated
rates of physical abuse and assault in childhood/adolescence and
adulthood. CONCLUSIONS: The associations of personality
disorder with early trauma and PTSD were evident, but modest, in
borderline personality disorder and were not unique to
this type of personality disorder. The results do not appear
substantial or distinct enough to support singling out
borderline personality disorder from the other personality disorders
as a trauma-spectrum disorder or variant of PTSD.

In the matter of Dupuy v Mc Donald.

The Federal ruling issued by Judge Rebecca Pallmeyer clears the way
now for
over 150 thousand folk living in Illinois to clear their names.

Date effective Sept. 23, 2003

Court-Ordered DCFS Investigation Reforms Begin Tomorrow
CHICAGO, Sep. 24 /PRNewswire/ --

CHICAGO, Sept. 24 /PRNewswire/ -- Federal court-ordered reforms of
DCFS are
going into effect tomorrow in a lawsuit (Dupuy v. Samuels) brought on
behalf of
parents, teachers, day care owners, social workers and foster parents.
There
are over 150,000 persons in Illinois potentially affected by the
court's order.

The court's initial decision on March 30, 2001 found several aspects
of the
DCFS investigative processes unconstitutional. Judge Rebecca R.
Pallmeyer held
that DCFS guilt determinations were based on a "practically nominal"
standard
of "credible evidence" that did not require investigators to gather
evidence
that might prove a child care professional was innocent of abuse or
neglect
allegations against him or her. Because DCFS guilt findings are
registered in a
State Central Register that employers can access, guilt findings by
DCFS --
even if eventually proved untrue -- had the effect of blacklisting
thousands of
persons from pursuing careers with children. Also, child care
professionals
would have to wait an average of a year and a half for a hearing to
clear their
names. Overall, 75% of the people who challenged the DCFS guilt
findings
eventually cleared their names when given an opportunity to do so.

In the ruling that goes into effect tomorrow, Judge Pallmeyer has
ordered DCFS
to provide an opportunity for most child care workers to defend
themselves
against the allegations before they get registered as child abusers.
And, if
they are not successful in convincing a DCFS administrator that they
are
innocent of wrongdoing during that preliminary opportunity, they will
have the
right to a neutral review of the evidence and a decision within 45
days
thereafter. In addition, DCFS has been ordered to provide child care
workers
with clear notice of their rights and information about the reasons
for
decisions against them.

The federal court order is expected to result in a substantial
reduction in the
number of erroneous findings against innocent child care workers. Even
so, the
attorneys for the plaintiff child care workers believe the reforms do
not go as
far as the law requires. They have appealed to the Seventh Circuit
Court of
Appeals seeking, among other things, to extend the court's ruling to
foster
parents, whom Judge Pallmeyer's recent order excludes from the
preliminary
administrative review and the right to a 45 day decision on an appeal.

Day care owner and lead plaintiff Belinda Dupuy praised the ruling,
saying that
she was grateful that the great hardship her family endured (when her
then-10-year-old daughter was the target of a lengthy investigation)
will lead
to a "substantial benefit to the children of the future -- for they
are our
future."

The case Dupuy v. Samuels was filed in 1997 by the Chicago Lawyers'
Committee
for Civil Rights Under Law, the civil rights firm of Lehrer & Redleaf,
and, was
joined in subsequent years by Jeffrey B. Gilbert (of Johnson Jones
Snelling
Gilbert and Davis) and Joan Matlack (of Futterman and Howard). Further
rulings
in the same case regarding the constitutional rights of families
involved in
DCFS investigations are anticipated in the coming months.
