Assuming that 0.999999999...... and 1 are different, here's a number
that lies between them:

Min( 0.999..... , 1 ) + Modulus ( 0.999..... - 1 )

Besides, if you mean min{0.9999.., 1} - |0.9999... - 1|/2, then I say this
to you: if |0.9999... - 1| = 0, then we have min{0.9999..., 1} = 1 =
0.9999.... and thus the number you have found is not *strctly* between
them.

That's what we need: a number *strictly* between them. We need b such that

0.9999.... < b < 1

you have found c such that

0.9999.... <= c <= 1.

In this case, we have equality.
